Abstract

This article examines the inheritance systems in Indonesia by comparing the normative structure of Islamic inheritance law with the flexible, community-based principles of customary (adat) inheritance practices. Using a qualitative, literature-based approach, the study analyzes the core principles, gender dynamics, and distribution mechanisms within both systems. Islamic inheritance law, as codified in the Qur’an and classical jurisprudence, follows fixed shares assigned to specific heirs, reflecting a theologically grounded notion of proportional justice. In contrast, customary inheritance systems such as the patrilineal Batak, matrilineal Minangkabau, and bilateral Javanese models are based on kinship norms, emotional ties, and deliberation, allowing for more context-sensitive arrangements. The discussion highlights key points of divergence and convergence between the two systems, particularly in terms of legal authority, gender roles, and adaptability. It also explores how Indonesian families navigate these plural frameworks, often blending formal rules with informal negotiations to achieve perceived fairness. The study concludes that legal pluralism, rather than posing a conflict, offers an opportunity for harmonization through contextual interpretation, inclusive dialogue, and the integration of religious and cultural values.

Abstract

This study concludes that the da'wah activities carried out by HIDMI Palu City are in the form of routine recitation at least once a week by inviting dai/muballig/ustaz. The da'wah material presented focuses on ethics and worship. With da'wah activities as mentioned, it turns out that it has a very positive influence on adolescents in an effort to realize Islamic morality, namely having noble morality to Allah swt and fellow humans. Morality towards Allah can be seen by the perseverance of street children in carrying out worship such as obligatory prayers. Meanwhile, the morality of fellow human beings can be seen from the aspect of the behavior of street children towards their friends, and towards the surrounding community so far. Because da'wah activities have a very urgent and significant role in improving the morality of street children in Palu City, it is hoped that da'wah activities will always be encouraged and managed effectively.

Abstract

Regional policy conflicts often arise due to a mismatch between community needs and government policies. This imbalance reflects the complex dynamics involving various parties, such as local governments, legislatures and communities, with different interests. In this context, legal politics plays an important role as a framework for creating fair and sustainable solutions. Law No. 23/2014 and Law No. 30/2014 emphasize community participation, accountability and transparency in policy conflict resolution. However, implementation in the field is often constrained by political resistance, limited resources, and unfamiliarity with legal principles. This research uses a descriptive method with a qualitative approach through documentation studies, interviews, and observations. The results show that inclusivity, cross-sector collaboration, and a flexible approach to local needs are the main keys to overcoming policy conflicts. Alternative mechanisms, such as mediation and arbitration, offer a more peaceful resolution than litigation. Transparency in the policy process is also important to increase legitimacy and public trust. With the integration of community needs, national legal principles, and adaptive regulations, legal politics can be a strategic tool to resolve local policy conflicts. This approach supports harmonious sustainable development, creates social stability, and enhances justice at the local level.
