<![CDATA[Abstract This study aims to describe the innovation of the quality of health services in the local government with a case study in Sidoarjo Regency with the approach of Rogers. The object studied is Sidoarjo Maternal Neonalatal SMS Gateway (SiManeis). Health services are a basic need for the welfare of society. This research uses descriptive type qualitative method. The data collection technique used was in-depth interview method. Location in Sidoarjo Hospital. The informant determination technique uses a purposive technique where the selected informant is the party who is considered to know and understand the most. The conclusion of this research is that the Sidoarjo Maternal Neonatal SMS Gateway (SiManeis) service innovation in maternal and neonatal emergency hospitals in Sidoarjo is able to improve the quality of public health services in Sidoarjo Regency. Keywords: innovation, healthcare, local government Abstrak Penelitian ini bertujuan adalah mendiskripsikan inovasi kualitas pelayanan kesehatan pada pemerintah lokal dengan studi kasus di Kabupaten Sidoarjo dengan pendekatan dari Rogers. Objek yang dikaji Sidoarjo Maternal Neonalatal SMS Gateway (SiManeis). Layanan kesehatan merupakan kebutuhan mendasar pada kesejahteraan masyarakat. Penelitian ini menggunakan metode kualitatif tipe deskriptif. Teknik pengumpulan data yang digunakan dengan metode wawancara mendalam. Lokasi di RSUD Sidoarjo. Teknik penentuan informan menggunakan teknik purposive dimana informan yang dipilih adalah pihak yang dianggap paling mengetahui dan memahami. Kesimpulan penelitian Inovasi Pelayanan Sidoarjo Maternal Neonatal SMS Gateway (SiManeis) di maternal dan neonatal emergency RSUD Sidoarjo mempu meningkatkan kualitas layanan kesehatan masyarakat di Kabupaten Sidoarjo.
