Abstract

Developing a city into a sustainable initiative will take much work, especially given the urban governments with limited budgets and knowledge. These situations are significant in the Global South countries, particularly in emerging economies like Indonesia. One potential urban finance is land value capture (LVC). This paper aims to investigate the concept of LVC as land-based financing for sustainable urban development and examine which instruments are suitable and appropriate to be implemented in an emerging metropolitan city, Bekasi City, Indonesia. The city was selected due to its high urbanization rate, population growth, and facing urban financial challenges. We adopted a systematic review in the initial study to find the LVC development concept. This study used three literature databases: Scopus, Google Scholar, and Science Direct, and we found 20 relevant documents. It reveals several discussed themes regarding LVC, such as the adoption of LVC instruments, the role of LVC regulation, and its governance. This study also examines some instruments of LVC that are suitable for implementation in Bekasi City, such as selling air rights based on floor area ratio (FAR), betterment levy, and developer exaction. LVC can be an innovative urban financing instrument for sustainable urban development by capturing the improvement in land value initiated by government or private investments in urban infrastructure, transportation, or other public goods.

Abstract

The role and contribution of urban green space have become crucial. In addition to serving as a space to maintain environmental quality and improve people's living conditions, urban green space also serves a purpose in the transformation of an urban region. This study aims to examine what factors influence the increase in the amount of UGS in Bekasi Municipality as a Metropolitan city. The data were collected from Spatial Planning Office and Central Bureau of Statistics in 2013- 2022. Using Multiple Regression techniques, this research explores the association of variables in terms of the necessity for UGS. The result of this study shows that the population have a positive correlation but no significant impact on the total area of UGS. The total area of residential has a positive and significant impact on UGS, while the growth of the real estate sector has a negative impact and is not significant on the total area of UGS in Bekasi City. With the increasingly limited land area, the government of Bekasi Municipality should pay attention to the availability of existing land so that it can be used for urban green areas.

Abstract

The study of sustainable development in an area must include environmental carrying capacity (ECC). Measurement of environmental carrying capacity is needed to determine the limits of an area's ability to support individual behavior, such as consumption of natural resources and disposal of waste into nature. This study aims to evaluate the ECC analysis based on land capability in dry areas in East Nusa Tenggara as a contribution to spatial planning strategies. The results of this study show that Timor Tengah Selatan Regency, which is dominated by dry areas, has a land capability classification ranging from class I to III, or as much as 42% of the total area that can be exploited for agricultural and plantation activities. This research can be used as input for the 5-year revision cycle of the Timor Tengah Selatan Regency spatial plan so that land allocation in the RTRW is more in line with the land's carrying capacity.

Abstract

Penerapan nilai-nilai Pancasila di era digital sangat penting untuk menjaga integritas sosial dan budaya bangsa. Di tengah pesatnya perkembangan teknologi informasi, tantangan seperti penyebaran hoaks, perpecahan, dan pengaruh negatif dari budaya asing semakin nyata. Oleh karena itu, nilai-nilai Pancasila, seperti keadilan sosial, persatuan, dan kerakyatan, perlu diterapkan dalam interaksi online. Salah satu cara penerapannya adalah melalui edukasi digital yang menekankan pentingnya etika dan tanggung jawab dalam berinternet. Selain itu, masyarakat juga perlu didorong untuk aktif berpartisipasi dalam diskusi yang konstruktif dan menghargai perbedaan, menciptakan ruang digital yang inklusif. Dengan mengintegrasikan nilai-nilai Pancasila, kita dapat menciptakan ekosistem digital yang lebih sehat, mengurangi konflik, dan meningkatkan kolaborasi antarwarga negara. Ini akan memperkuat jati diri bangsa di tengah tantangan global yang semakin kompleks.
