Abstract

The Community Empowerment through Science and Technology (CEST) program, led by the Department of Science and Technology (DOST), aims to address educational inequalities in underserved communities through strategic science and technology (S&T) interventions. One of key initiatives, the STARBOOKS training extension program, provides offline access to critical STEM resources, empowering rural schools with minimal connectivity. Implemented at Mag-Aba National High School in Pandan and Sebaste High School in Sebaste, the program targets enhanced digital literacy and equitable resource distribution. This study evaluates the STARBOOKS program impacts on teaching practices, student learning outcomes, and its overall contribution to bridging the digital divide in rural educational settings. It identifies program benefits, application of skills, challenges encountered, and enhancement recommendations. A mixed-methods approach was used, integrating quantitative surveys of 40 teachers and 80 students with qualitative insights gathered through open-ended questions. Data analysis employed descriptive statistics for quantitative data and thematic analysis for qualitative responses. Findings revealed that 85% of participants rated the program as highly beneficial. STARBOOKS was most utilized in STEM subjects, with notable applications in Filipino, Literature, and Entrepreneurship. Teachers reported improved lesson planning and classroom engagement, while 78% observed enhanced student academic performance. Key challenges included limited device availability (65%) and insufficient training (45%), highlighting areas requiring targeted interventions. The STARBOOKS program demonstrates significant potential in fostering equitable education and digital literacy. Recommendations include expanding program access, enhancing teacher training, increasing device availability, and introducing interactive STEM activities. Structured monitoring and evaluation systems are essential for sustaining program impact.

Abstract

This study evaluates the effectiveness of a computer literacy training program for alternative learning students in Tibiao District, implemented from 2017 to 2023. The research employs a mixed-methods approach, combining quantitative surveys with qualitative open-ended questions, to assess the program's impact on participants' digital skills, daily application, and future opportunities. The study involved 100 alternative learning students, including out-of-school youth and adults from Tibiao and neighboring towns. Results indicate significant improvements across all skill areas, with the largest gains in word processing and email communication. Notably, 78% of participants rated the program highly, and 65% reported frequent application of new skills in daily life. The program demonstrated a transformative impact, with 85% of participants perceiving improved engagement in alternative learning and expanded opportunities. Age emerged as a significant predictor of skill improvement, with younger participants showing slightly higher gains. Qualitative analysis revealed themes of increased confidence, improved academic performance, and enhanced job prospects. The study also identified areas for improvement, including the need for targeted outreach to older learners and curriculum refinement based on initial skill levels. These findings contribute to the growing body of knowledge on digital literacy education in alternative learning contexts and provide valuable insights for policymakers and educators. The research underscores the critical role of computer literacy programs in bridging the digital divide and empowering non-traditional students in an increasingly technology-driven educational and professional landscape.

Abstract

Good governance at the barangay level is critical for fostering community development, ensuring accountability, and delivering efficient public services. However, many rural barangays in the Philippines face challenges such as outdated record-keeping systems, limited access to technology, and insufficient technical capacity among officials, which hinder the effective delivery of services and undermine transparency. This study evaluates the implementation and impact of the Barangay InfoSystems for Development and Accountability (BIDA) program, a capacity-building initiative under the Community Empowerment through Science and Technology (CEST) program of the Department of Science and Technology (DOST). The program was implemented in Barangays Mag-Aba, Pandan, and Idio, Sebaste, Antique, aiming to equip officials with digital tools and practical skills to enhance administrative processes, improve transparency, and foster accountability. A convergent parallel mixed-methods research design was used to gather data from 40 participants, including barangay captains, kagawads, secretaries, treasurers, barangay health workers, and Sangguniang Kabataan chairpersons. Quantitative data were analyzed using descriptive and inferential statistics, while thematic analysis was applied to qualitative responses. Results revealed that 90% of respondents reported improved record-keeping, 85% noted enhanced financial reporting, and 80% highlighted streamlined administrative processes. However, challenges such as limited device access (70%), connectivity issues (60%), and insufficient training duration (50%) were identified. The study concludes that the BIDA program significantly improved governance efficiency and accountability in the target barangays. Key recommendations include adding devices, providing additional training, and improving internet access. These insights can help replicate the program in other rural Philippine communities, supporting local governance modernization.

Abstract

In the era of digitalization and data-driven governance, local government units (LGUs) face growing pressure to enhance their computer literacy and data utilization skills. This study provides a focused assessment of these critical competencies within Antique Province, Philippines, an agricultural region striving to bridge the digital divide, the gap between those with access to modern information technologies and those without. Using a mixed-methods approach, which includes surveys, interviews, focus group discussions, and secondary data analysis, the research evaluates the digital capabilities and data-driven governance practices among LGUs. The findings reveal notable disparities in computer literacy and data usage, with some LGUs making progress in digital transformation while others face challenges such as infrastructure limitations, resource constraints, and skills gaps. This study also identifies innovative strategies and best practices from successful LGUs that could serve as models for others. The research proposes specific recommendations to address these gaps, such as establishing training programs, investing in digital infrastructure, and fostering strategic partnerships. Additionally, it emphasizes the need for change management, a data governance policy framework, and a culture of continuous learning to ensure sustainable progress. By addressing these barriers, this study aims to empower Antique Province LGUs, enhancing decision-making, resource allocation, and overall service delivery through data-driven capacity building.
