Abstract

This study discusses the role of ethics in the legal profession in Indonesia, as well as the challenges faced by this profession in the digital era. Professional ethics for lawyers serve as the main foundation in maintaining integrity, credibility, and public trust in the legal system. Based on an analysis of the lawyer’s code of ethics, Law Number 18 of 2003, and related regulations, this study identifies the importance of implementing ethical principles such as integrity, honesty, and competence in legal practice. Violations of the code of ethics, as seen in the electronic ID card (e-KTP) corruption case, can damage public trust in both the legal profession and the legal system. This research uses a normative approach with doctrinal analysis of regulations and legal literature. The findings show that, although the lawyer's code of ethics provides guidelines to maintain professionalism, the digital era presents new challenges that require adjustments in ethical practices. In conclusion, to maintain the integrity of the legal profession and public trust in the legal system, lawyers must uphold ethical principles, adapt to technological developments, and ensure consistent application of the code of ethics

Abstract

This study aims to analyze the implementation of government procurement of goods and services from the perspective of State Administrative Law (HAN) and to identify challenges and strategies for improving the integrity of the procurement system. The method used is an empirical legal approach with qualitative analysis, combining normative studies of regulations and empirical studies through observation and interviews with government agencies. Data analysis using data analysis techniques is carried out qualitatively. The results of the study show that although procurement regulations are quite comprehensive, practices in the field still face obstacles such as weak supervision, potential deviations, and limited human resource capacity and digital infrastructure. The implementation of the e-procurement system has been proven to increase transparency and efficiency, but its success is highly dependent on the integrity of the implementers and institutional support. Consistent law enforcement and strengthening of oversight mechanisms and public participation are the main keys to realizing clean and accountable procurement. This study emphasizes that procurement reform must be carried out holistically by integrating legal, institutional, technological, and bureaucratic cultural aspects to improve governance of government procurement of goods and services
