ABSTRACT In 2023, based on data obtained from BAPPEDA for the Special Region of Yogyakarta, the volume of waste in DIY will reach 780 tons. Responding to this problem, the Yogyakarta region began to establish TPS-3R reduce, reuse, and recycle as a step in minimizing the increasingly severe surge, namely one of the TPS-3R located in Bantul Regency, Panggungharjo Village, Bantul , Yogyakarta Special Region, namely KUPAS Panggungharjo belonging to BUMDes Panggung Lestari which is now one of the TPS-3R standard pilot models. Based on this data, the issue of waste management has been assessed as a serious matter so as not to cause new problems. KUPAS Panggungharjo as a group of business units operating in the field of waste management services, has 51 employees. However, based on the research results, internal communication problems were found. This research uses a qualitative method with a phenomenological study approach. Data collection was carried out through interviews with three respondents, observation, and a literature study. The results of the research prove that the design of an internal communication strategy is only based on brief observations, which causes the internal communication program to not run optimally, and employees also lack enthusiasm for participating because the program is considered not to have much of an impact. Based on its dimensions, vertical and diagonal internal communication is considered weak and has no influence, however, horizontal communication has a positive influence on employee motivation at work. Thus, the researcher proposed a KUPAS Panggungharjo internal communication strategy model that was prepared based on a SWOT analysis strategy, specifying the role of communications and defining communications objectives, programming and planning communication tactics, and organization arrangement, which resulted in nine KUPAS Panggungharjo internal communication program references. Keywords: Communication Strategy Model; Internal Communication; Motivation; Village Business Groups ABSTRAK Pada Tahun 2023 berdasarkan data yang didapatkan dari BAPPEDA Daerah Istimewa Yogyakarta jumlah volume sampah di DIY telah mencapai 780 ton. Merespon permasalahan tersebut, wilayah Yogyakarta mulai mendirikan TPS-3R reduce (mengurangi), reuse (menggunakan ulang), recycle (mendaur ulang) sebagai langkah dalam meminimalisir lonjakan Bantul, Daerah Istimewa Yogyakarta yaitu KUPAS Panggungharjo milik BUMDes Panggung Lestari yang kini menjadi salah satu model percontohan standar TPS-3R. Berdasarkan data tersebut maka isu pengelolaan sampah telah dinilai menjadi hal yang serius agar tidak menimbulkan permasalahan baru. KUPAS Panggungharjo sebagai kelompok unit usaha yang bergerak pada bidang pengelolaan jasa sampah memiliki karyawan sejumlah 51 orang. Namun berdasarkan hasil penelitian ditemukan permasalahan komunikasi internal yang terjadi. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data yang dilakukan melalui wawancara kepada tiga responden, observasi, dan studi pustaka. Hasil penelitian membuktikan bahwa perancangan strategi komunikasi internal hanya didasarkan observasi singkat sehingga menyebabkan program komunikasi internal kurang berjalan secara maksimal dan juga karyawan kurang memiliki antusiasme yang tinggi dalam berpartisipasi dikarenakan program dinilai tidak terlalu memberikan dampak. Berdasarkan dimensinya, komunikasi internal vertical dan diagonal dinilai lemah dan tidak memberikan pengaruh namun komunikasi dimensi horizontal memberikan pengaruh positif dalam motivasi karyawan dalam bekerja. Dengan demikian peneliti mengajukan model strategi komunikasi internal KUPAS Panggungharjo yang disusun berdasarkan strategi analisis SWOT, specifying the role of communications and defining communications objective, programming and planning communication tactic, dan organization arrangement yang menghasilkan sembilan referensi program komunikasi internal KUPAS Panggungharjo.
