Abstract

This study aims to describe and analyze the strategy of the Social Service in overcoming the homeless and beggars in Sidoarjo Regency and to describe and analyze the constraints of the Social Service's strategy in overcoming the homeless and beggars in Sidoarjo Regency. This research is based on the fact that there are still many homeless people and beggars on the streets. This research method uses descriptive qualitative, data collection is done by conducting interviews, observation, and documentation. The technique of determining the informants used a purposive sampling technique. The technical analysis in this study is a qualitative analysis type that refers to the theory of Miles and Huberman. The results showed that the Strategy of the Social Service in Overcoming Homeless and Beggars in Sidoarjo Regency related to achieving the goals could be said to have not been fully successful, as evidenced by the large number of homeless and beggars roaming around, but regarding the provision of guidance after a raid by the Satpol PP, there were homeless and beggars who work and leave their previous activities. Meanwhile, the obstacles to the Social Service strategy in dealing with homeless people and beggars are the mindset that does not want to change for the homeless and beggars, a sense of laziness, and disobedience to the homeless and beggars when participating in the coaching program, and also from the people who still give them money to the community.

Abstract

Policy implementation is an important indicator that has a major influence on the success of policies related to public issues. This study aims to analyze and explain the implementation of population administration service policies in Sidoarjo Regency. The basic concept used is Edwards III's policy implementation theory. This qualitative research uses a purposive sampling technique. Data were collected using interviews, observation, and documentation. Data analysis used interactive Miles, Huberman, and Saldana. The research results show that population administration service policies in Sidoarjo Regency have demonstrated adequate quality, but still require innovation and development to increase reliability, speed and management innovation. In Tulangan District, there are obstacles in communication due to the lack of service flow boards and inconsistencies in service times. Meanwhile in Porong District, population administration requirements are good with competent officers, clear service flow boards, and high consistency of service times. Human resources in Porong District are considered good and fast, while in Tulangan District they are quite good. Regarding disposition, both sub-districts provide services according to the needs of their residents. However, regarding the bureaucratic structure, Tulangan District has good SOPs, while Porong District experiences problems in the unclear distribution of the main tasks and functions of village officials.

Abstract

This study analyzes the E-Government development strategy in Tambak Kalisogo and Panggreh Villages, Sidoarjo Regency, with a focus on optimizing document administration. The background of this study is the importance of E-Government in improving the efficiency and transparency of public services at the village level. The purpose of this study is to identify elements of the E-Government development strategy and compare its implementation in both villages. The research method used is descriptive qualitative with data collection through literature study methods. The subjects of the study were village officials in Tambak Kalisogo and Panggreh, as well as documents related to village administration. Data analysis was carried out based on the ITPOSMO framework (Information, Technology, Process, Objectives and Values, Staff and Skills, Management, and Other Resources). The results of the study show that Panggreh Village is superior in developing E-Government compared to Tambak Kalisogo Village, especially in terms of implementing the E-Buddy application, technology infrastructure, and HR skills. The conclusion of this study is that optimizing document administration through E-Government requires investment in infrastructure, improving HR skills, and strong management support. This study contributes to the development of public administration science by identifying key factors for the success of E-Government implementation at the village level. The recommendation of this study is that Tambak Kalisogo Village can learn from the implementation strategy in Panggreh Village to improve the efficiency and transparency of document administration. This study identifies key factors for the success of E-Government at the village level.
