Abstract

Penelitian ini mengkaji tentang Upaya Dinas Perhubungan Surabaya Dalam Meningkatkan Kualitas Parkir Tepi Jalan Umum Di Kota Surabaya. Metode yang digunakan dalam penelitian ini yaitu menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi. Pada penelitian ini juga menggunakan purposive sampling guna mendapatkan data yang jelas dan valid. Penelitian ini menggali data melalui teknik observasi, wawancara, dan dokumentasi. Kemudian data akan dikelola dengan cara reduksi data, hingga menarik kesimpulan. Triangulasi digunakan peneliti untuk memperoleh keabsahan data. Hasil penelitian menemukan bahwa Dinas Perhubungan Surabaya telah melakukan beberapa upaya demi meningkatkan kualitas parkir tepi jalan di Surabaya. Diantaranya melakukan sebuah inovasi terhadap pembayaran parkir yang tidak lagi menggunakan tunai. Selain itu Dinas Perhubungan Surabaya menemui kendala di lapangan seperi menjamurnya parkir-parkir liar beserta juru parkir yang ilegal, hingga kurangnya dukungan dari masyarakat dan juga juru parkir. Beberapa kendala yang ditemui Dinas Perhubungan Surabaya ini dijadikan bahan evaluasi demi terciptanya lingkungan yang aman dan nyaman.

Abstract

This research critically analyzes the fulfillment of human rights for pregnant and breastfeeding female prisoners in correctional institutions. The urgency of this study arises from the need to address the significant gaps in legal protections and healthcare provisions for this vulnerable group. Utilizing qualitative methods, including interviews and document analysis, the research reveals systemic deficiencies in meeting their rights, particularly regarding maternal health care and child welfare. The findings indicate that many female inmates face inadequate support, which compromises their health and that of their infants. This study underscores the necessity for policy reforms to enhance human rights protections for incarcerated women, ensuring their dignity and well-being during pregnancy and breastfeeding.Keywords: human rights; female prisoners; maternal health; incarceration; policy reform.

Abstract

This study aims to evaluate the implementation of independence training programs through agricultural and livestock activities at the Class IIA Batam Correctional Institution in supporting food security and improving inmates’ skills. The research uses a descriptive qualitative approach with the CIPP (Context, Input, Process, Product) evaluation model, and data were collected through interviews, observations, and documentation. The findings show that, from the context perspective, the program is relevant to national policies and local needs. In terms of input, the program faces constraints such as limited land, budget, and infrastructure. From the process aspect, the activities are carried out in a structured manner, although they are influenced by external factors such as weather conditions and varying levels of inmate motivation. Meanwhile, from the product perspective, the program has produced tangible outputs such as vegetable and fish harvests, while also improving inmates’ practical work skills. Overall, the program contributes positively to both food security within the institution and the development of inmates’ competencies. However, the study is limited to a single correctional institution, so future research is recommended to expand the scope by including comparative analysis across different institutions to obtain more comprehensive insights.
