Abstract

ABSTRAK            Fleksibilitas dalam merespons perubahan merupakan salah satu aspek kunci yang menjadikan qawa'id fiqhiyyah relevan dan mudah dalam beradaptasi. Prinsip ini mengakui dinamika masyarakat yang selalu berubah dan mengharuskan aturan hukum Islam untuk fleksibel dan responsif terhadap perkembangan dari waktu ke waktu. Fleksibilitas memungkinkan penciptaan qawa'id untuk menyesuaikan aturan hukum dengan perkembangan masyarakat. Hal ini mencakup pemahaman mendalam tentang tuntutan dan perubahan masyarakat, termasuk nilai, norma, dan tata cara hidup. Penelitian ini bertujuan untuk memberikan pemahaman lebih mendalam tentang nilai-nilai Islam yang dapat menjadi pedoman umat dalam menghadapi berbagai tantangan kehidupan modern dengan membahas tentang makna Qawa’id fiqhiyyah dalam Mu’amalah. Metode yang digunakan sebagai metode penelitian kualittatif denpendekatan studi pustaka. Studi pustaka merupakan penelitian dengan data premier dan data sekunder yang diperoleh dari sumber kepustakaan, dan sumber tersebut berupa jurnal, buku, artikel, berita yang dapat dijadikan sebagai data untuk melakukan penelitian. pemahaman dan penerapan qawa'id fiqhiyyah tidak hanya bersifat teoretis, tetapi juga praktis dan relevan dalam membimbing kehidupan umat Islam. Sebagai kunci untuk menjalani kegiatan sehari-hari, membela nilai-nilai Islam, dan membangun masyarakat yang adil dan bermoral, qawa'id fiqhiyyah memegang peran penting dalam menyelaraskan tindakan umat Islam dengan prinsip-prinsip hukum Islam.             Flexibility in responding to change is one of the key aspects that makes qawa'id fiqhiyyah relevant and easy to adapt. This principle recognizes the ever-changing dynamics of society and requires Islamic legal rules to be flexible and responsive to developments from time to time. Flexibility allows the creation of qawa'id to adapt legal rules to societal developments. This includes a deep understanding of societal demands and changes, including values, norms and ways of life. This research aims to provide a deeper understanding of Islamic values which can guide people in facing various challenges of modern life by discussing the meaning of Qawa'id fiqhiyyah in Mu'amalah. Qualitative methods are used as research methods, using a literature study approach. Literature study is research with primary data and secondary data obtained from library sources, and these sources are in the form of journals, books, articles, news which can be used as data for conducting research. understanding and application of qawa'id fiqhiyyah is not only theoretical, but also practical and relevant in guiding the lives of Muslims. As the key to carrying out daily activities, defending Islamic values, and building a just and moral society, qawa'id fiqhiyyah plays an important role in aligning the actions of Muslims with the principles of Islamic law.

Abstract

The agricultural sector is being discussed about the problem of land use change because the country is improving the country's economy by developing the industrial sector so that the impact of these actions can affect the welfare of farmers and the community, reduced food production, if the country lacks food, the country will import food, this will be detrimental to the country because the country will have to import food. If the country lacks food then the country will import food, this will harm the country because as it is known that Indonesia is very dependent on food, and if the country does not have enough food because of the diversion of agricultural land then the country will supply food from other countries so that food is very dependent on other countries. other countries so that food is very dependent on imports and this will increase the nominal state expenditure in food production. Will increase the nominal state expenditure in the state budget. This research using a literature study approach. Data was obtained from news sources and several journals that examine the conversion of agricultural land functions. This research uses dependency theory in analyzing the data. The results of this study show that the agricultural sector is declining due to land conversion to improve infrastructure, industry, settlements.
