Abstract

This research apart from aims to get an overview of the implementation of community empowerment through embodiment of Kampung Seni, also explains the factors that support and obstacle to the government's work in realizing the empowerment program. This research was conducted with the allocation of time for 20 days, on September 30th to October 20th 2021 and located in Nglumpang Village, Mlarak, Ponorogo. The method used is a qualitative-descriptive research approach field studies. Meanwhile, to uncover and study the implementation process community empowerment program as a whole, the author uses the approach case study. The results of the study show not only as legality and law holders important role of the government in realizing the Art Village, but also marketing and promotion, mobilizer and coaching, as well as a role as a facilitator. Efforts made government, among others: 1) activating youth organization management, 2) increasing the role of youth organizations and the community in the preservation of arts and culture, and 3) increasing productive arts including intensive training and coaching of art studios. Supporting factors Kampung Seni policies are: resource assets, both natural and human resources, level awareness of related parties, cooperation and budget. While the inhibiting factor namely: technological developments, busy players, prestige and lazy culture of children youth, passive participation of the community, and limited means of accommodation.

Abstract

The classical interpretation of the Qur'an has been the primary foundation for understanding the sacred text of Islam for centuries. However, in modern times, criticism has emerged of this approach from contextual commentators, who argue that the Qur'anic text should be understood dynamically, considering the context of the time and location where the revelation was revealed. This article examines the contextualization of Surah al-Anfal verse 17 concerning war through a historical-critical analysis, particularly regarding the asbab al-nuzūl (the reason for the occurrence of the consequences). Second, this verse emphasizes that jihad is not limited to physical warfare but encompasses the struggle against injustice. Third, in the spiritual dimension, this verse teaches submission to God and awareness of God's will. This research recommends applying the ethical and spiritual principles in this verse to address the challenges facing Muslims today, such as justice and the protection of rights..

Abstract

This article aims to explain how the mufassir’s interpretation of the Qur’anic verses that indicate about the style or system of government in khilafah, imamah, imārah and salṭānah term and how its relevance to the Islamic government system today. The method used is descriptive-analytical method as commonly applied in qualitative research models. This article shows that (1) from the identification of Qur’anic verses that indicate the concept of government system as many as 26 verses, the word khalīfah is more often used by Allah for the meaning of government and ruler. (2) in the Qur'an, terms such as khalīfah, imām, ulū al-amr, and sulṭān refer to the concepts of leadership and governance without specifying a particular form of state or system of government that Muslims must follow. (3) by adhering to the principles of Sharia, Islam allows for various flexible forms of government to reflect national sovereignty and the welfare of the community, without being bound to any specific system.
