Abstract

Nickel downstreaming is one of the government's policy programs in developing the mineral mining sector which is currently being developed to implement it. At the beginning of 2024, nickel downstreaming became an interesting topic discussed among the public, because it was mentioned in the vice presidential debate. This article analyzes how nickel downstreaming is implemented using Edward III's theory. The research method used is Systematic Literature Review (SLR). The data used in the research comes from the Google Scholar, ScienceDirect, ResearchGate and FreeFullPdf publication databases with the keywords nickel downstream, Indonesian nickel downstream, mineral downstream, Indonesian mineral downstream. Based on the results of the analysis, the nickel downstream program in Indonesia still requires investment to build a smelter, implement regulations that pay attention to the environment in mining activities, prioritize migrant workers over foreign workers in mining activities, study the manufacture of nickel to become semi-finished goods and should even be able to study the manufacture of electric batteries so that it can do independent production of finished goods.

Abstract

Penelitian ini bertujuan untuk mengukur kinerja pegawai Kecamatan Sedati Kabupaten Sidoarjo dalam memberikan pelayanan administrasi kependudukan dan pencatatan sipil guna mengetahui apa faktor pendukung dan penghambat kinerja pegawai dalam memberikan layanan. Hal ini disebabkan Kecamatan Sedati memperoleh nilai Survey Kepuasan Masyarakat (SKM) terendah kedua dibandingkan dengan kecamatan lainnya pada tahun 2025 dalam melayani administrasi kependudukan. Untuk mendekati masalah tersebut digunakan teori Indikator Kinerja Pegawai dari Robbins (2006) yakni Kualitas (Quality), Kuantitas (Quantity), Ketepatan Waktu (Promptnees), Efektivitas (Effectiveness), Komitmen (Commitment). Penelitian ini menggunakan metode Kuantitatif dengan pendekatan Deskriptif. Hasil penelitian menunjukkan bahwa kinerja pegawai kecamatan sedati dalam memberikan pelayanan administrasi kependudukan menunjukkan performa yang sangat baik ditunjukkan dengan hasil presentase 85,7 % yang menduduki kategori kinerja sangat baik. Namun, hasil ini juga memberikan masukan strategis untuk terus meningkatkan aspek-aspek pelayanan yang masih perlu diperkuat, terutama dari beberapa indikator yang harus diperbaiki seperti indikator efektivitas, ketepatan waktu dan kualitas. Hal ini menunjukkan bahwa kinerja pegawai kecamatan masih memiliki banyak ruang untuk ditingkatkan. This study aims to measure the performance of employees of Sedati District, Sidoarjo Regency in providing population administration and civil registration services in order to determine the supporting and inhibiting factors of employee performance in providing services. This is because Sedati District obtained the second lowest Community Satisfaction Survey (SKM) value compared to other districts in 2025 in serving population administration. To approach this problem, the Employee Performance Indicator theory from Robbins (2006) is used, namely Quality, Quantity, Promptness, Effectiveness, Commitment. This study uses a Quantitative method with a Descriptive approach. The results of the study show that the performance of Sedati District employees in providing population administration services shows very good performance as indicated by the percentage of 85.7% which is in the very good performance category. However, these results also provide strategic input to continue to improve aspects of service that still need to be strengthened, especially from several indicators that must be improved such as indicators of effectiveness, timeliness and quality. This shows that the performance of sub-district employees still has a lot of room for improvement.

Abstract

Population issues continue to be a problem in Indonesia, and population registration is being carried out in Kembangan Utara Subdistrict in Surabaya City. The government's effort to overcome this population problem is by publishing Child Identity Cards (KIA). KIA is organized by the Population and Civil Registration Service (Disdukcapil) in districts/cities throughout Indonesia with the aim of providing population identity to children in Indonesia. Apart from that, the implementation of KIA aims to protect and fulfill children's constitutional rights, which is a national program. The aim of the research is to examine the implementation of the KIA policy at the Population and Civil Registration Service and the Residents of Krembangan Utara Subdistrict, Surabaya City, as well as to provide information on the driving and inhibiting factors for the implementation of the policy. The method used in this research is descriptive and qualitative, and data collection techniques use interview, observation and documentation methods. Secondary data was also obtained from journals and previous research. The results of this research show that the implementation of the KIA policy at the Population and Civil Registration Service in Krembangan Utara Subdistrict, Surabaya City is quite good, but there are still many advantages and disadvantages in terms of communication and resources, implementation and bureaucratic structure. Second, facilities and cooperation with third parties are supporting factors for implementing KIA at the Population and Civil Registry Service, Krembangan Utara Subdistrict, Surabaya City. On the other hand, the inhibiting factor is in the community sector.
