Abstract

National development is a step that leads to an increase in the welfare of society. The success of development is measured through gross domestic product (GDP) which illustrates the level of economic growth. A high GDP increases per capita income. Economic growth must be balanced with the stability of the number of poor people to avoid income inequality. Java is the center of government and economy in Indonesia. Java is the largest contributor to Indonesia's GDP. The large contribution of GDP in Java is accompanied by income inequality in the region. This study aims to identify the existence of spatial effects on income inequality among districts/cities in Java Island and analyze the factors that affect income inequality in Java Island by considering spatial effects. The analysis shows that HDI, construction cost index, minimum wage, and per capita income affect income distribution inequality in Java. There is spatial interaction among 119 districts/cities in Java Island with Spatial Error Model (SEM).

Abstract

Ekonomi biru kini menjadi sumber pertumbuhan ekonomi baru yang krusial untuk dimanfaatkan secara berkelanjutan. Sebagai pusat pertumbuhan di Kawasan Timur Indonesia, Sulawesi Selatan memiliki potensi maritim yang besar. Namun, wilayah ini masih menghadapi tantangan dalam transisi menuju ekonomi biru untuk meningkatkan nilai tambah dan daya saing daerah. Penelitian ini bertujuan untuk mengoptimalisasi kinerja sektor maritim Sulawesi Selatan dengan mengidentifikasi klaster maritim unggulan yang memiliki dampak pengganda ekonomi terbesar. Penelitian menggunakan pendekatan kuantitatif melalui analisis keterkaitan (linkage analysis) dan dampak pengganda (multiplier effect). Data yang digunakan meliputi Tabel Interregional Input-Output (IRIO) Indonesia 2016, data Produk Domestik Bruto (PDB) Maritim, dan Tabel Konkordansi KBLI-Klaster Maritim dari Kemenkomarves-BPS. Hasil analisis menunjukkan bahwa Klaster Sumber Daya Energi (SDE) Maritim menjadi klaster maritim unggulan di Sulawesi Selatan yang memberikan dampak pengganda terbesar. Secara spesifik, sektor industri makanan-minuman dan industri barang galian bukan logam memiliki keterkaitan kebelakang (backward linkage) dan kedepan (forward linkage) tertinggi. Hal ini mengindikasikan kemampuan stimulasi kuat sektor ini terhadap sektor hulu maupun hilir. Rekomendasi dari penelitian ini adalah memfokuskan investasi pada akselerasi hilirisasi produk laut seperti rumput laut dan perikanan tangkap melalui insentif fiskal di kawasan industri pengolahan, pengembangan industri material konstruksi ramah lingkungan untuk mendukung infrastruktur pesisir misalnya pembangunan pelabuhan hijau, dan penguatan konektivitas logistik pelabuhan untuk efisiensi distribusi produk unggulan ke pasar global.Title: Identification Of Leading Maritime Clusters Through Interregional Input-Output (IRIO) Analysis Case Study: South Sulawesi Province    The blue economy is now a crucial new source of economic growth that must be utilized sustainably. As a growth center in Eastern Indonesia, South Sulawesi has significant maritime potential. However, this region still faces challenges in transitioning to a blue economy to increase added value and regional competitiveness. This study aims to optimize the performance of South Sulawesi's maritime sector by identifying leading maritime clusters with the greatest economic multiplier impact. The study uses a quantitative approach through linkage analysis and multiplier effects. The data used include the 2016 Indonesian Interregional Input-Output (IRIO) Table, Maritime Gross Domestic Product (GDP) data, and the KBLI-Maritime Cluster Concordance Table from the Coordinating Ministry for Maritime Affairs and Investment-BPS. The analysis results indicate that the Maritime Energy Resources (SDE) is the leading maritime cluster in South Sulawesi with the greatest multiplier impact. Specifically, the food and beverage and non-metallic mining sectors have the highest backward and forward linkages. This indicates the sector's strong stimulating potential for both upstream and downstream sectors. This research recommends focusing investment on accelerating the downstream processing of marine products such as seaweed and capture fisheries through fiscal incentives in industrial processing areas, developing an environmentally friendly construction materials industry to support coastal infrastructure, such as the development of green ports, and strengthening port logistics connectivity for efficient distribution of superior products to the global market.
