Abstract

The decentralization era in Indonesia, marked by the implementation of regional autonomy, has significantly transformed governance structures, particularly in the formulation of public policy. One of the key elements in this transformation is the growing demand for community participation as a form of participatory democracy. This study aims to analyze the role of community participation in the public policy formulation process at the local level and to identify supporting and inhibiting factors that influence the effectiveness of such participation. The research employs a qualitative approach through literature review and case studies on participatory forums such as Musrenbang (development planning forums) and public consultation forums in selected regions. The findings reveal that community participation plays a vital role in enhancing transparency, accountability, and the relevance of policies to local needs. However, its effectiveness is often constrained by limited public capacity, lack of access to information, and weak bureaucratic commitment to accommodate public aspirations. Therefore, there is a need to strengthen participatory mechanisms that are more inclusive, systematic, and sustainable, ensuring that public policies truly reflect the interests of the people. This study contributes to a deeper understanding of participation as a foundational pillar in democratic local governance

Abstract

Bureaucratic reform in Indonesia requires improving the quality of the State Civil Apparatus (ASN) to deliver public services that are efficient, adaptive, and responsive. One effective strategy is talent management, a systematic process for identifying, developing, and retaining employees with superior competencies and potential. This study aims to analyze the role of talent management as a bureaucratic reform strategy to improve public service efficiency. The research employed a qualitative approach with a case study in government institutions that have implemented a merit-based talent management system. Data were collected through in-depth interviews, document reviews, and observations, and analyzed using thematic analysis techniques. The findings reveal that implementing talent management accelerates service processes, increases public satisfaction, and minimizes resource waste by placing employees in positions that align with their competencies and potential. Successful implementation is influenced by regulatory support, leadership commitment, technological infrastructure, and an adaptive work culture. These findings emphasize that talent management is not only relevant as a strategy for developing public sector human resources but also as a strategic instrument to drive successful bureaucratic reform for high-performing public services

Abstract

Corruption remains one of the main obstacles to achieving clean, accountable, and effective public administration. Although Indonesia has adopted various anti-corruption policies through the establishment of independent agencies, the strengthening of legal frameworks, and the implementation of digital government technologies, significant challenges persist in their execution. This study aims to analyze the dynamics of anti-corruption policies in Indonesia’s public administration, focusing on the challenges of implementation and the potential reform opportunities that can be optimized. The research employs a qualitative approach through a literature review of laws and regulations, official institutional reports, and recent scholarly publications. The findings reveal that the dynamics of anti-corruption policy are influenced by legal-political factors, bureaucratic capacity, organizational culture, and coordination among law enforcement agencies. The identified challenges include political bargaining in policy-making, limited human resources, resistance to change, and weak internal oversight mechanisms. Conversely, reform opportunities lie in strengthening e-government, enhancing transparency and public participation, reforming civil service recruitment and promotion systems, and fostering cross-sector collaboration. In conclusion, the success of anti-corruption policies requires an integrated approach that combines technological innovation, institutional strengthening, and consistent political commitment to create a governance system free from corruption

Abstract

Clean governance is a fundamental prerequisite for establishing a democratic, accountable, and citizen-oriented state. However, the greatest challenge in achieving this lies in the weak integrity of the bureaucracy, often manifested through corruption, nepotism, and abuse of power. This study aims to analyze the role of integrity as the main foundation for building a bureaucracy that supports clean and effective governance. The research employs a qualitative approach through a literature review of policy documents, previous studies, and comparative analysis of governance practices in several countries. The findings reveal that a bureaucracy that upholds integrity significantly enhances transparency, accountability, and public trust in government institutions. Key strategies that must be implemented include merit-based recruitment reform, the strengthening of ethical leadership, and the application of transparent digital oversight systems. The study concludes that the success of clean governance heavily depends on the commitment to establishing integrity at all levels of bureaucracy. These findings offer strategic recommendations for policymakers and stakeholders to reinforce the integrity pillar as a pathway to clean and competitive governance

Abstract

The ease of holding post-conflict local elections in Indonesia is felt by the e-voting system in the process of holding the post-conflict local elections. this is because human performance can be partially represented in e-voting to save energy and time. However, its implementation in Indonesia has collided with the regulation and the challenges of the implementation itself. This study aims to find out how to regulate and handle the implementation of e-voting in Indonesia. The method used is qualitative with a literature approach in order to obtain descriptive results. As for the results of this study, that the regulation of e-voting in elections is still not clear in the legislation, while the reference that can be used is the decision of the Constitutional Court Number 147/PUUVII/2009, namely the use of e-voting is not prohibited as long as it does not violate the principles of the general election. overflow and fair. The challenges in its implementation are more in the natural resource unpreparedness sector and the inequality of the internet network in every region in Indonesia

Abstract

The rapid development of technology requires the government to innovate and reform the bureaucracy to create good governance. One that can be used is to implement e-governance. The purpose of this study is to find out how the simplification and challenges faced by the government bureaucracy in creating good governance in this technological era. This research method is using a qualitative method with a literature study as a data collection technique. The results of this study indicate that in improving the good governance of today's government, it can be done by increasing electronic-based government services or what is commonly referred to as E-Government. The challenges faced by the government include: 1) Culture is a challenge that inevitably becomes the first obstacle in the digital transformation process. 2) In carrying out collaboration, there are often differences in authority, permits, and so on. 3) The development of digital technology requires employees or ASN to adapt and understand technology

The rapid development of information and communication technology brings drastic changes in society and the education industry. The key to achieving medium and long term growth is to realize Society 5.0 that solves various community challenges by incorporating every industry and social life 4th Industrial Revolution innovation (e.g., IoT, big data, AI, robotics, sharing economy and so on) which is growing rapidly. In the world of education, this technological development is also targeting higher education. So it is necessary to build character so that the use of this technological progress remains at its definition so that it has unity and healthy progress. The purpose of this This paper is to highlight the development of character education in official high schools in the midst of digital transformation in the 5.0 era. It seems that there is something that becomes the basis for being a part of changing the evolution and achievements of human society future human needs.
