Abstract

The village government is required to prepare a report on the realisation of the implementation of the Village Revenue and Expenditure Budget (APB) and the Accountability Report. The preparation of financial reports carried out by Simpang Sari village officials. In the preparation of financial reports carried out by Simpang Sari village officials, there are differences in the data presented, financial information is not transparent and difficult to understand by the public, so that village financial reports become less accurate or cannot be presented properly, the presentation of village financial reports is often not in accordance with correct accounting principles so that it is difficult to understand budget fluctuations and finally weak supervision. This study aims to determine the implementation of financial management of the Simpang Sari village fund, Sumberjaya District, West Lampung Regency. This research is a descriptive qualitative research with a policy implementation theory approach, which was conducted in Simpang Sari Village, West Lampung District. The results of the study can be concluded that the implementation of financial management of Simpang Sari Village, Sumber Jaya Subdistrict, West Lampung Regency can be explained by the village apparatus has carried out financial management procedures with accountability and transparency referring to Permendagri Number 20 of 2018. The financial management has also been realised in the form of public policy programs.

Abstract

This study investigates the representation of the Chinese ethnic minority, particularly the Benteng Chinese community in Tangerang, as portrayed in the documentary film China Benteng: Dari Waktu ke Waktu, aired on the YouTube channel The Story. Employing Teun A. van Dijk’s Critical Discourse Analysis framework, the research analyzes three interrelated dimensions: text structure, social cognition, and social context. The findings reveal that the documentary challenges entrenched stereotypes about the Chinese-Indonesian community, particularly assumptions of economic uniformity and cultural isolation, by emphasizing socioeconomic diversity and cultural assimilation. At the macrostructural level, the film highlights the simplicity of the Benteng Chinese lifestyle and their long-standing integration with local communities. Through its superstructure and micro-level elements, the documentary employs visual and verbal narratives to underscore the active participation of the Benteng Chinese in broader Indonesian social life. The social context dimension illustrates an effort to counter dominant narratives and empower marginalized voices. Meanwhile, the producer’s social cognition appears deliberately neutral, allowing the community to articulate their own narratives authentically. This study contributes to the growing body of research on media representation and ethnic discourse by providing a nuanced analysis of how documentary filmmaking can act as a counter-discursive tool. It enriches the understanding of ethnic minority portrayals in Indonesian media, and underscores the documentary genre’s potential to facilitate intercultural dialogue, challenge dominant ideologies, and expand the representational space for historically marginalized groups.

Abstract

The performance of the Civil Servant is the result of work achieved by an ASN, with varying levels of ability and skills in carrying out and completing their work. Performance measurement is an organizational process of determining the parameters for achieving work programs and activities that have been carried out. Generally, this applies for one budget year. The purpose of this study is to determine and analyze how much influence competence has on ASN performance in the West Coast Fisheries Service. From this study, it can be produced to determine the level of organizational progress in achieving targets and evaluations as well as input materials for preparing future programs so that performance measurement will be greatly influenced by individual competence and compensation provided by the organization. The influence of the independent variable, competence (X1) on the dependent variable, performance (Y), through the analysis of the coefficient of determination output, obtained an Adjusted R Square value of 0.435.
