<![CDATA[Abstract âRusun BUMN BL Peduliâ program is one of the government programs in the effort to provide decent and affordable housing in the area Kemayoran Jakarta. The program mission is to organize the slums by relocating residents to a shelter house owned flats, the target group is the Low-Income Communities. The study design using Method mix, and in this study the identification of the process of policy implementation âRusun BUMN BL Peduliâ, analytical approach used is a model inter-variable theory of George Edward III variable communication, resources, disposition and bureaucratic structure. The analysis used in this research is multiple linear regression analysis, to measure how much variables George Edward III. Hypothesis testing is done while the t test for independent variables simultaneously test used F test. These results indicate there is simultaneously a positive and powerful influence between the variables of communication, human resources, attitudes and bureaucratic structure of policy implementation âRusun BUMN BL Peduliâ. The results could give an idea of the policy âRusun BUMN BL Peduliâ as a whole, so that the communication factor, resources and bureaucratic structures of concern to be improved, as well as the need to put in the form of supporting policies, among others. Keywords : implementation of policy, communication, reources AbstrakProgram Rusun BUMN BL Peduli merupakan salah satu program pemerintah dalam upaya penyediaan perumahan yang layak dan terjangkau di wilayah Kemayoran Jakarta. Program misinya yaitu menata hunian kumuh dengan merelokasi warga ke hunian Rusunami, dengan kelompok sasarannya adalah Masyarakat Berpenghasilan Rendah. Desain Penelitian menggunakan mix Method, serta dalam penelitian ini dilakukan identifikasi terhadap proses implementasi kebijakan Rusun BUMN BL Peduli, pendekatan analisis yang digunakan yaitu model antar variabel teori George Edward III yaitu variabel komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Analisis yang digunakan dalam penelitian ini adalah analisisr egresi linear berganda, untuk mengukur seberapa besar variabel-variabel George Edward III. Uji hipotesis dilakukan dengan uji t sedangkan untuk menguji variabel independen secara simultan digunakan uji F. Hasil penelitian ini menunjukkan secara simultan terdapat pengaruh positif dan kuat antara variabel komunikasi, sumberdaya manusia, sikap dan struktur birokrasi terhadap implementasi kebijakan Rusun BUMN BL Peduli. Hasil penelitian ini dapat memberi gambaran mengenai kebijakan Rusun BUMN BL Peduli secara keseluruhan, sehingga faktor komunikasi, sumber daya dan struktur birokrasi menjadi perhatian untuk ditingkatkan, serta perlu dituangkan dalam bentuk kebijakan pendukung. Kata kunci : implementasi kebijakan, komunikasi, sumber daya]]>
