Abstract

The negative image of the Indonesian National Police as a whole has an impact on the police on duty at the Metro City Police, therefore when carrying out their duties as law enforcers, the Indonesian National Police do not only focus on operational aspects of services but pay more attention to image and relations with the community, to carry out this, the Indonesian National Police must also carry out internal and external human resource development so as to ensure the quality of the police in carrying out their duties as they should. The purpose of this study is to describe and analyze human resource development strategies at the Metro Police in building the image of the Indonesian National Police. The method used by the researcher is a qualitative approach and the data collection techniques used in this study are interviews and document studies. From the results of the study, it can be concluded that human resource development in building the image of the Indonesian National Police can be done by providing direction for continuing education and training as an effort to improve the intellectual and personality abilities of an employee in achieving the objectives of the Function, as well as psychological, mental, moral, legal development as a basis for building the image of the Indonesian National Police.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis model tata kelola pemerintahan daerah yang efektif dan akuntabel di Kota Metro, Provinsi Lampung. Tata kelola pemerintahan yang baik menjadi kunci dalam mewujudkan pelayanan publik yang responsif, transparan, dan partisipatif. Studi ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara mendalam dengan pejabat pemerintah daerah, observasi lapangan, serta telaah dokumen peraturan dan laporan kinerja instansi pemerintah Kota Metro. Hasil penelitian menunjukkan bahwa Kota Metro telah mengadopsi prinsip-prinsip good governance seperti transparansi, akuntabilitas, efisiensi, dan partisipasi publik dalam beberapa aspek penyelenggaraan pemerintahannya. Namun, masih terdapat tantangan dalam hal konsistensi pelaksanaan kebijakan, kapasitas aparatur, dan keterlibatan masyarakat yang belum optimal. Penelitian ini merekomendasikan penguatan sistem evaluasi kinerja, peningkatan kompetensi sumber daya manusia, serta penggunaan teknologi informasi dalam tata kelola pelayanan publik. Model tata kelola yang efektif dan akuntabel membutuhkan komitmen politik yang kuat, koordinasi antarinstansi yang solid, serta partisipasi aktif dari masyarakat sebagai mitra strategis dalam pembangunan daerah.

Abstract

The high number of cases of bullying, intolerance and sexual violence in Indonesia is a major challenge for the world of education. These three problems make it 3 sins in education where cases of bullying make Indonesia one of the countries with the highest cases of bullying, cases of intolerance have also spread in the world of education from high schools to elementary schools and cases that are no less worrying are cases of sexual violence with the highest cases experienced by children aged 6-12 years as much as 33% and the lowest in children aged 0-5 years as much as 7.7%. The increasing number of cases of the 3 sins in the world of education is due to the lack of character of the students. Community Service which was held on November 23, 2024 at MetroTimur 8 Public Elementary School was carried out using video learning and discussion methods with the aim of instilling character in preventing the 3 sins of education
