Abstract

In the era of rapid urbanization and the increasing demand for sustainable urban development, smart cities have emerged as a critical focus for enhancing the quality of urban life. However, existing smart city maturity models lack standardization, making it challenging for cities to evaluate their progress comprehensively. This study addresses these challenges by identifying and analyzing the key dimensions and maturity levels across 11 smart city maturity models. Using a systematic literature review guided by the PRISMA approach and thematic analysis, this research uncovered significant insights. Eight key dimensions were identified, with the smart environment dimension appearing in 10 models, highlighting its centrality in addressing environmental and sustainability issues. Smart governance and smart society were also frequently highlighted, emphasizing their critical roles in fostering effective urban management and promoting social inclusion in smart city development. Additionally, 8 models employed a five-level maturity structure, demonstrating its widespread acceptance for balancing detail and simplicity in assessing a city's growth. These findings provide cities with a structured framework to evaluate and enhance their smart city strategies while facilitating comparisons among existing models. The results emphasize the need for a standardized yet flexible approach to smart city maturity, enabling cities to navigate their unique challenges effectively and achieve sustainable growth.

Abstract

Improving smart city maturity through digital transformation is becoming increasingly crucial in facing the challenges of rapid urbanization and the need for more efficient city governance. However, the lack of a unified understanding of key drivers and challenges in this domain has limited the effectiveness of existing strategies. This study aims to explore the role of digital transformation in improving Smart City maturity by identifying key success factors and best practices adopted by cities worldwide. This study used the systematic literature review (SLR) methodology based on the PRISMA framework, which included systematic steps in selecting, collecting, and analyzing relevant literature. The study results reveal six factors influencing Smart City maturity: Information and Communication Technology (ICT) infrastructure, data integration, government policies and strategic planning, stakeholder engagement, environmental sustainability, and innovation and human resource development. Unlike previous studies, this study synthesizes global best practices and success factors, offering actionable insights for policymakers and practitioners to design inclusive, sustainable, and forward- looking digital transformation strategies. Furthermore, the study underscores the need for context-specific research to optimize implementation and drive meaningful progress in diverse urban settings.

Abstract

Solutions to design a more sustainable environment are increasingly urgent in the face of the impacts of climate change and rapid urbanization. In this context, success factors in smart environments and forest cities become essential to accelerate the transformation to a more sustainable environment. This study aims to provide a deeper understanding of the success factors in adopting a smart environment and sustainable forest city from the management aspects of environmental protection, including water, soil, air, waste management, and renewable energy. This research method involves systematic steps in selecting, collecting, and analyzing relevant literature. This research revealed several consistent success factors in the literature and several good practices that can be applied in developing smart environments and forest cities. In conclusion, this research better explains relevant success factors and good practices in creating smart environments and forest cities. It highlights the need for broader and more in-depth research to support efforts to achieve sustainability goals in smart environments and forest cities.
