Abstract

This study aims to evaluate the effectiveness of HIV/AIDS control policies in Sukabumi City based on indicators of goal achievement, integration, and adaptation. With a qualitative approach and case study method, data is collected through interviews, observations, and document studies. The informants included health officials and people living with HIV/AIDS. The results of the study show that the policy is quite effective with the provision of free health facilities, socialization programs such as "KPA Goes to School," and pentahelix collaboration involving the government, communities, academics, media, and NGOs. Obstacles are still found, including stigma against ODHA and less optimal information distribution. This research contributes to adding scientific insights related to the effectiveness of public policies, especially in HIV/AIDS control, as a reference for evaluating and improving similar policies in other regions. In addition, the findings of this study provide practical recommendations to strengthen cross-sectoral work, optimize social media as an educational tool, and develop inclusive strategies for vulnerable groups. In conclusion, this policy is able to reduce the spread of HIV/AIDS by improving several aspects of the identified implementation.

Abstract

Human rights are universal rights that must be protected, including the rights of people with disabilities. This study aims to explore collaboration in public services for people with disabilities in Sukabumi City, through collaboration between the Social Service and PD Nasyiatul 'Aisyiyah. The research method used is qualitative, with interviews and analysis of collaboration theory. The results of the study indicate that although collaboration has been established, there are challenges such as the lack of formal structures (MoU) and suboptimal community participation. This study concludes that improving formal structures and participation can improve the inclusiveness of public services for people with disabilities. Thus, this collaboration has the potential to become a best practice model in inclusive public services. The contribution of this study is to provide empirical insight into the practice of collaboration in inclusive public services, especially for people with disabilities, at the local level. Identifying inhibiting and supporting factors in cross-sector collaboration that can be used as a reference for similar policies and practices in other areas. Offering recommendations for strengthening formal structures and increasing community participation as strategic steps towards more inclusive public services. And providing an initial framework that can be adapted as a best practice model in public service collaboration to improve the welfare of people with disabilities.

Abstract

This research is entitled “Implementation of Ex-Erfpacht Land Redistribution in Wangunreja Village, Nyalindung District, Sukabumi Regency, 2025”. The object of this study is the ex-erfpacht land redistribution policy implemented by the local government and the National Land Agency. The purpose of this study is to understand the overall implementation of the land redistribution policy, including its process, challenges, and impact on the community. This study uses a descriptive qualitative method with the implementation model by Van Metter and Van Horn. Data collection techniques include observation, interviews, and document studies. The results show that the implementation of land redistribution in Wangunreja Village has been relatively effective. The policy standards are clear, the objectives are well understood, and the implementers respond positively. Although there are technical obstacles such as limited resources and difficult geographic conditions, the policy continues with strong inter-agency communication and active community participation. In conclusion, the ex-erfpacht land redistribution in Wangunreja Village has had a positive impact on legal land certainty and community welfare, showing strong synergy between policy implementers and beneficiaries.
