Abstract

With the enactment of Law No.12 of 2006 on the nationality of the Republic of Indonesia, which allows dual citizenship for children of mixed marriages, these children must comply with the jurisdictions of two different countries. The problem arising in international civil law is determining which country's law applies to their personal status. A possible solution for dual nationality children is that if they have habitual residence in Indonesia, which aligns with one of their nationalities, then Indonesian law will apply to their personal status. Conversely, if they have habitual residence abroad, they will be treated as foreign nationals.

Abstract

One of the problems that often arises in implementing new government policies is resistance from the community. This also happens to the parking payment policy via the QRIS (Quick Response Code Indonesian Standard) system at Taman Bungkul Surabaya. Although basically this policy aims to simplify and modernize the payment system, its implementation has actually triggered rejection from some people involved, including parking officers. This research aims to analyze how the conflict between the Transportation Service and parking officers is resolved in the parking payment policy via QRIS in Taman Bungkul, Surabaya City. The research method used is descriptive qualitative with interviews, documentation and data collection, and uses conflict resolution theory according to Ralf Dahrendorf which states that conflict resolution can be resolved in three ways, namely Arbitration, Mediation and Arbitration. The results of this research are to explain parking fees that have not reached the target, the application of QRIS for parking payments, conflicts of interest and policy evaluation, as well as digital transformation and socio-economic impacts.

Abstract

The significant decline in the number of visitors, both in physical and digital services at the Regional Library of East Java Province, has become a concerning phenomenon amidst the growing demand for cultural literacy strengthening within the community. This study aims to formulate strategies to improve visitor participation through a SWOT analysis approach. Using a qualitative descriptive method, data were collected through direct observation of library service activities (borrowing flows, use of reading rooms, and digital facilities), in-depth interviews with service managers (Subcoordinator for Library Services, Subcoordinator for Extension Services, and Subcoordinator for Reading Hobby Cultivation), and active visitors, along with documentation such as visitor statistics, literacy activity archives, and photos of supporting facilities. The findings show that the library's strengths include its strategic location, inclusive facilities, diverse collections, and educational literacy programs, while weaknesses involve limited operating hours, suboptimal collection arrangement, and insufficient digital promotions. Opportunities include regulatory support, collaboration with educational institutions, and social media-based promotions, while threats consist of changes in reading behavior, the dominance of instant digital content, and dependency on social media and AI. Based on the SWOT analysis, four key strategies (SO, WO, ST, WT) were formulated to enhance physical and digital services. This study offers normative, practical, and academic contributions, providing insights for the East Java Province Library and Archives Service to expand services, improve collection management, and enhance digital promotion, while enriching literature on library management strategies in the post-pandemic digital age.Penurunan signifikan jumlah pengunjung, baik di layanan fisik maupun digital Perpustakaan Daerah Provinsi Jawa Timur, menjadi fenomena yang mengkhawatirkan di tengah tuntutan penguatan budaya literasi masyarakat. Penelitian ini bertujuan untuk merumuskan strategi peningkatan kembali partisipasi pengunjung dengan menggunakan pendekatan analisis SWOT. Metode penelitian yang digunakan adalah deskriptif kualitatif. Data dikumpulkan melalui observasi langsung terhadap aktivitas layanan perpustakaan (alur peminjaman, penggunaan ruang baca, serta fasilitas digital), wawancara mendalam dengan pengelola layanan (Subkoordinator Pelayanan Perpustakaan, Subkoordinator Pelayanan Ekstensi, Subkoordinator Pembudayaan Kegemaran Membaca) serta sejumlah pengunjung aktif, dan dokumentasi berupa data statistik pengunjung, arsip kegiatan literasi, serta foto fasilitas pendukung. Hasil penelitian menunjukkan kekuatan utama perpustakaan meliputi lokasi strategis, fasilitas inklusif, koleksi beragam, dan program literasi edukatif; kelemahannya antara lain jam operasional terbatas, penataan koleksi kurang optimal, serta promosi digital yang belum maksimal. Peluang yang dapat dimanfaatkan yaitu dukungan regulasi, kolaborasi dengan lembaga pendidikan, serta promosi berbasis media sosial, sementara ancamannya mencakup perubahan perilaku membaca, dominasi konten instan digital, dan ketergantungan pada media sosial maupun AI. Dari analisis SWOT, dirumuskan empat strategi utama (SO, WO, ST, WT) yang relevan untuk memperkuat daya tarik layanan fisik dan digital. Kontribusi penelitian ini tidak hanya bersifat normatif, tetapi juga praktis dan akademis. Secara praktis, hasil kajian dapat menjadi acuan bagi Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur dalam memperluas layanan, memperbaiki manajemen koleksi, serta meningkatkan promosi digital. Secara akademis, penelitian ini memperkaya literatur terkait strategi pengelolaan perpustakaan daerah berbasis SWOT pada konteks pasca pandemi dan era digital.
