Abstract

The efficacy of government is mainly dependent on public service leaders, who are top civil officials who oversee and enhance key government operations. They convert political direction into programs and policies that maintain citizens’ economic productivity, safety, and well-being. As such, this study determines the administrative capabilities, the level of program implementation, leadership qualities, and the styles of the department heads in the 11 municipalities in Ifugao Province. Using a descriptive-comparative research design, data were gathered from the 106 department heads and validated by the 92 elected officials and 449 employees. Using descriptive statistics and an F-test, findings revealed that the department heads are perceived to be capable of performing core management functions. Regarding program implementation, respondents concurred on moderately effective program execution. All groups agreed that the office heads possess the qualities of a leader who envisions the future and inspires members. On the leadership styles, the participative style of leadership, which ushered in the inclusion of employees in decision-making, was agreed upon by all respondents. The perceptions of the three groups were not significantly different regarding management functions, leadership qualities, and leadership styles of the department heads. Results map the strengths and gaps in the department heads’ leadership styles and administrative capability, outlining helpful information for policy formulation and capacity-building initiatives.

Abstract

Heirloom rice is part of the culture and heritage of the Cordillera Ad-ministrative Region. It is the heart and soul of its terraces. Heirloom rice varieties are now known to be nutrient-dense, thus elevating heirloom rice’s status as a specialty rice. The production of processed products from heirloom rice lacks standardization of the processing procedures as most of the processed products are done by small-scale entrepreneurs in the locality. Thus, this study aims to develop a new variety of chips out of heirloom rice of Ifugao, fused with additional vegetables like Moringa Oliefera (Horse Radish Leaves) and Ma-mordica Charantia (Bitter Gourd Leaves). The developmental re-search design was used to develop the Classic Heirloom Rice-Veggie Chips. In contrast, the quantitative-descriptive research design among 315 randomly selected consumers in Lagawe, Ifugao, was used to determine the acceptability and marketability aspect of the product developed. After a series of formulations, the study devel-oped a standardized process and procedures for making Heirloom Rice- Veggie Chips. On the other hand, using weighted means, findings revealed that the product received high acceptability ratings across all attributes, with texture scoring 5.86 and overall acceptability reaching 5.92, indicating strong positive appeal to respondents. Thus, heirloom rice with vegetables is generally acceptable for sensory evaluation. Lastly, The Classic Heirloom Rice Veggie Chips demon-strated high marketability across various aspects, with strong scores in purchase likelihood (5.79), recommendation (5.93), recognition (5.94), and packaging (5.98) while maintaining consistent appeal across different price points.

Abstract

The traditional weaving industry in Lagawe, Ifugao, Philippines, is a vital cultural and economic asset rooted in indigenous knowledge and craftsmanship. However, the sustainability of these enterprises in the modern market context remains a pressing concern. This study aims to determine the current condition of traditional weaving businesses in Lagawe, Ifugao, using the One Town One Product—Next Generation criteria. Owners of traditional weaving businesses that were purposively selected in Lagawe, Ifugao, were interviewed in 2023. Using thematic and inductive analysis, findings revealed that handwoven products are valued for their cultural authenticity, craftsmanship, and durability. Weavers from Kiangan and Hingyon provide quality materials, ensuring the integrity of the weave. Consumers appreciate the uniqueness, symbolism, and artisanal quality, which enhance personal identity and cultural pride. However, the sector faces challenges in branding, product innovation, and packaging. Traditional designs are mostly limited to garments, restricting broader market appeal, while non-traditional items like bags show minimal design evolution, reducing competitiveness. Packaging lacks labeling, including care instructions and cultural context, weakening branding and customer education. Quality control depends largely on raw materials and weaving techniques, but durability also relies on customer handling. Participants highlighted variability in longevity, suggesting the need for consumer education. Innovation that balances modernization with cultural preservation is essential for market sustainability. Overall, the traditional weaving industry in Ifugao showcases admirable product quality rooted in heritage. However, it must address gaps in market-oriented practices and product development to ensure long-term sustainability and relevance in a competitive and evolving global market.
