Abstract

The purpose of this study was to determine and evaluate the Motor Vehicle Transfer Fee (BBNKB) service in the Riau Province One-Stop Integrated Administration System at the Simpang Tiga Revenue Management Unit in Pekanbaru City along with its inhibiting factors. This research method was qualitative, by conducting interviews with selected informants and the results were analyzed descriptively qualitatively. The results of the study showed that: 1) The Motor Vehicle Transfer Fee (BBNKB) service at the Simpang Tiga Revenue Management Unit in Pekanbaru City is still not fully optimal. This is due to several things, although the costs applied have referred to applicable regulations, the service process is still not optimal, especially in terms of completion time due to the limited number of officers who carry out physical vehicle checks. Lack of innovation in service, minimal socialization, and public perception that the BBNKB procedure is complicated and not urgent, especially for the management of BBNKB II for used vehicles, this further worsens the level of public compliance. Efforts made to improve services are still more oriented towards paying 1-year and 5-year taxes, while there has been no change in the BBNKB service. Many people still think that the requirements and procedures for managing motor vehicle transfer fees (BBNKB) are complicated and require large costs. 2) Inhibiting factors consist of low public awareness of paying BBNKB and the issue of eliminating BBNKB. Abstract

In order to make general elections and regional head elections in Indonesia a success, the role of all stakeholders is needed. The democratic festival, which is held every five years in Indonesia, is very crucial for the development and progress of the Indonesian nation. In this research, the author focuses on the role of the national and political unitary body of Riau Province in carrying out its authority in the political field related to political education for the voting public. Political education is to increase people's knowledge so that they can participate optimally in the political system. Based on 2019 Election data, Riau Province is ranked 10th in the Permanent Voter List with 3,863,197 voters, while the largest number of voters is in West Java Province. From the Provisional Voter List data, there was an increase of one million voters in Riau Province, namely 4,740,392 voters. The importance of political education for the community is to provide information and education related to General Elections and Regional Head Elections, increase voter participation and make voters smart in voting. The aim of this research is to see the role of the Riau Province National Unity and Politics Service in educating voters and find out the inhibiting factors in implementing the authority of the Riau Province National Unity and Politics Service. The method and type of this research is Qualitative Descriptive. The technique for attracting informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation. The benefits of this research are as reference material both for the development of knowledge in the field of politics and for government administrators in increasing participation for the voting public and educating voters.

Abstract

Penelitian ini bertujuan untuk menganalisis fungsi pengawasan Dewan Perwakilan Rakyat Daerah (DPRD) Kota Batam dalam pelaksanaan pembangunan infrastuktur jalan. Sebagai Lembaga legislative daerah, DPRD memiliki peran strategis dalam memastikan bahwa pelaksanaan pembangunan oleh pemerintahan daerah berjalan sesuai dengan peraturan, rencana, dan kebutuhan masyarkat. Penelitian ini menggunankan metode kualitatif dengan pendekatan deskriptif, melalui teknik pengumpulan data berupa wawancara, dokumentasi, dan observasi terhadap kegiatan pengawasan yang dilakukan oleh DPRD kota Batam. Hasil penelitian menunjukan bahwa DPRD Kota Batam melaksakan fungsi pengawasan melalui beberapa mekanisme, seperti rapat kerja dengan mitra pemerintah, kunjungan lapangan, dan evaluasi terhadap laporan pelaksanaan pembangunan. Pengawasan dilakukan dalam bentuk preventif, dan represif yang bertujuan untuk menjamin efektivitas, efisiensi, dan akuntabiltas pembangunan infrastuktur jalan. Namun demikian, pelaksaan fungsi pengawasan masih menghadapi berbagai kendala, antara lain keterbatasan data teknis, rendahnya partisipasi masyarakat, serta kurang optimalnya koordinasi antara DPRD data OPD (Organisasi Perangkat Daerah) terkait. Meskipun demikian, pengawasan DPRD terbukti memberikan dampak terdampak terhadap peningkatan transparansi dan perbaikan kualitas pembangunan jalan Kota Batam.

Abstract

Penelitian ini menjelaskan mengenai evaluasi Program Keluarga Harapan (PKH) di Desa Banjar Guntung Kecamatan Kuantan Mudik Kabupaten Kuantan Singingi. Indikator penelitian yang digunakan pada penelitian ini ada 4 (empat) yaitu: Planning (Perencanaan), Organizing (Pengorganisasian), Actuating (Pelaksanaan), Controlling (Pengawasan). Tipe penelitian yang berlokasi di Desa Banjar Guntung Kecamatan Kuantan Mudik Kabupaten Kuantan singingi menggunakan metode kualitatif deskriptif. Teknik pengumpulan data yang digunakan dengan cara wawancara, observasi, dan dokumentasi. Data yang terkumpul dari hasil wawancara maupun observasi dan dilengkapi dengan dokumentasi dianalisis kemudian ditarik kesimpulan. Berdasarkan hasil penelitian ini disimpulkan bahwa pengelolaan PKH dilaksanakan dengan baik secara keseluruhan, tetapi masih ada kekurangan dalam proses seleksi KPM. Hal ini karena kurang selektifnya pemerintah desa dalam menentukan calon peserta PKH serta kurangnya koordinasi antara pendamping PKH dengan pemerintah desa dan Kepala Dusun dalam masalah pendataan sehingga masih terdapat salah sasaran dan masih terdapat masyarakat kurang mampu dan memiliki kriteria komponen belum mendapatkan bantuan PKH.
