Abstract

The misuse of subsidized fuel distribution remains a critical issue that results in state losses and misdirected subsidies. The main problem in this study is to examine the extent of the law's role in addressing the misuse of subsidized fuel distribution. The aim of this research is to analyze the legal role in overcoming such misuse, identify the factors affecting the effectiveness of law enforcement, and explore the legal challenges involved in the enforcement process. This study uses a descriptive qualitative method with a literature review approach. The results show that although the law plays an important role in regulation and enforcement, its effectiveness is hindered by weak implementation, lack of coordination between institutions, limited law enforcement resources, and low public legal awareness. The conclusion highlights the need to strengthen the legal system, improve the capacity of law enforcement officers, and encourage public participation in monitoring the distribution of subsidized fuel to ensure fairness and accuracy in its allocation.

Abstract

Perlindungan anak merupakan bagian penting dalam sistem hukum modern karena anak termasuk kelompok rentan yang memerlukan perlindungan khusus dari negara, masyarakat, dan keluarga. Tujuan penelitian ini adalah untuk menganalisis konsep perlindungan hukum terhadap anak dalam sistem hukum di Indonesia serta mengkaji landasan hukum yang mengatur perlindungan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi literatur terhadap berbagai peraturan perundang-undangan, buku, dan artikel jurnal ilmiah yang relevan dengan topik perlindungan anak. Teknik analisis data dilakukan melalui analisis isi terhadap konsep dan norma hukum yang berkaitan dengan perlindungan anak. Hasil penelitian menunjukkan bahwa perlindungan hukum terhadap anak di Indonesia diatur dalam berbagai instrumen hukum nasional maupun internasional, seperti Undang-Undang Nomor 35 Tahun 2014 tentang Perlindungan Anak dan Konvensi Hak Anak. Perlindungan tersebut meliputi pemenuhan hak hidup, hak tumbuh dan berkembang, hak pendidikan, serta perlindungan dari kekerasan, eksploitasi, dan diskriminasi. Implementasi perlindungan anak memerlukan sinergi antara pemerintah, lembaga pendidikan, keluarga, dan masyarakat agar hak-hak anak dapat terpenuhi secara optimal.

Abstract

This study aims to analyze school financial management and its role in improving educational effectiveness. The approach is descriptive qualitative, with data collected through semi-structured interviews and financial document analysis. Data analysis was conducted through data reduction, presentation, and drawing conclusions, with validity maintained through source triangulation. The results indicate that budget planning is carried out collaboratively based on program needs, budget implementation follows structured administrative procedures, and accountability is realized through systematic reporting supported by transaction evidence. Good financial management contributes to the smooth running of programs and operational support for learning. Educational effectiveness is evident in the implementation of activities and the availability of facilities, but the link between budget policies and improved learning quality remains underdeveloped. This study recommends strengthening the orientation of budget planning towards learning development and increasing transparency to encourage school community participation.
