Abstract

Digitalization of migration administration is a strategic step in increasing the efficiency and transparency of immigration and population management. This research aims to analyze the implementation of digital technology, such as the M-Paspor application, Immigration Management Information System (SIMKIM), and the Sobat Dukcapil platform, as well as the challenges faced in this process. Descriptive qualitative research methods were used by collecting data through literature studies, interviews and digital system observations. The research results show that digitalization has succeeded in speeding up administrative services, increasing the accuracy of biometric verification, and facilitating data integration. However, the main challenges include limited technological infrastructure, gaps in human resource competencies, resistance to change, and security and data privacy risks. The research conclusions emphasize the importance of multi-stakeholder commitment, increased infrastructure capacity, and clear regulations to ensure the sustainability of digital transformation. Digitalization has the potential to optimize public services, as long as it is accompanied by a holistic strategy to overcome technical, social and policy obstacles.

Abstract

Digital transformation in public administration is an important element in increasing the efficiency and effectiveness of services, including in the immigration sector. This research aims to analyze the implementation of the Autogate system as a form of digitalization of immigration services at National Border Posts (PLBN), especially at PLBN Entikong and Skouw. Autogate is a biometric-based automatic inspection system designed to speed up the immigration process while strengthening security aspects. Using a descriptive qualitative approach, data was collected through document study, in-depth interviews and participant observation. The research results show that Autogate is able to improve service efficiency and supervision, but still faces various challenges such as limited technological infrastructure, human resource readiness, and data security issues. This research emphasizes the importance of adaptive and inclusive implementation strategies, as well as strong national regulatory and policy support to realize sustainable immigration digital transformation.

Abstract

This study aims to explore immigration administrative constraints in the implementation of visa and residence permit policies in Indonesia which still face complex challenges in terms of regulation, bureaucracy, human resources, and technological infrastructure. Through a descriptive qualitative approach, this study collected primary data from in-depth interviews with immigration officials, visa applicants, and legal practitioners, as well as non-participant observations at immigration offices. Secondary data were obtained from laws and regulations, official reports, and academic literature. The results of the study show that immigration regulations often overlap with other sectoral rules, causing implementation inconsistencies and legal uncertainty. The convoluted and slow bureaucratic process also worsens the quality of public services, while the practice of illegal levies still occurs due to weak supervision. In addition, the limitation of information technology infrastructure causes digital services to not run evenly throughout the region. The capacity of human resources in the immigration sector is still not optimal, both in terms of technical competence and professionalism. The complexity of these problems has an impact on low public trust, declining investment competitiveness, and the emergence of negative perceptions of the performance of immigration institutions. This study recommends the need for comprehensive reform through regulatory harmonization, bureaucratic simplification, strengthening human resource capacity, and equitable use of digital technology. Thus, Indonesia's immigration policy is expected to be more responsive, transparent, and accountable in facing the challenges of globalization and international mobility.

Abstract

Immigration administration is one of the important instruments in modern governance that is directly related to cross-border human mobility. This research aims to explore the complexity of immigration administrative regulations in Indonesia and their impact on the quality of public services. The complexity of regulations is reflected in the fragmentation of policies, layered bureaucracy, and implementation gaps that cause services to be slow, inefficient, and prone to multiple interpretations. This research uses a descriptive qualitative method with a literature study approach, examining laws and regulations, legal documents, and relevant academic literature. The analysis was carried out with content analysis and a normative approach to assess the suitability between legal norms and implementation in the field. The results of the study show that overlapping regulations and weak coordination between agencies create legal uncertainty, reduce accountability, and weaken public trust in immigration institutions. In addition, a layered bureaucracy causes service distortions in the form of inefficiencies, corruption opportunities, and limited transparency. To overcome these problems, regulatory reform is needed that emphasizes cross-sector harmonization, strengthening the capacity of apparatus, utilizing digital technology, and improving accountability mechanisms and community participation. This reform is expected to be able to realize public services in the field of immigration that are simpler, responsive, and with integrity.
