Abstract

Disaster Preparedness is a series of actions taken before a disaster occurs to reduce risk, minimize impact and ensure an effective response. Disaster preparedness is one of the stages in disaster management. disaster events that often occur in Serang City based on data obtained from the Serang City BPBD in 2024 are at least 166 floods, 6 landslides, 5 drowning events, 354 collapsed houses, 54 fallen trees and 13 fire events. The socialization activity was carried out at State Junior High School 8, Walantaka District, Serang City, and was attended by OSIS administrators with the aim of increasing knowledge related to disaster preparedness, especially in the school environment. Disaster preparedness socialization in the school environment is also an effort to increase the preparedness of school elements for potential disasters, especially those that occur in Walantaka District, Serang City. This activity is an activity at the pre-disaster stage and is very important because what has been prepared at this stage is capital in facing disasters and post-disasters. This socialization is carried out in the form of providing counseling and disaster education, especially for people living in areas prone to urban disasters. This is done in an effort to change the paradigm, increase knowledge and attitudes so that a resilient society is built, making people, especially school students, care about their environment so that the impact of disasters can be reduced. Capacity building for participants requires further steps, especially for disaster simulations that can be carried out routinely at least once a year. The local government in collaboration with all relevant stakeholders is expected to take the initiative by including disaster education in the school curriculum, in addition to providing guidance and steps to facilitate disaster management training in the school environment.Keywords: Disaster Preparedness, Urban, SMPN 8 Serang City

Abstract

Improving community economic independence through entrepreneurship-based empowerment is one of the goals to be achieved by the Ministry of Manpower of the Republic of Indonesia in collaboration with Sultan Ageng Tirtayasa University (UNTIRTA) through the Beginner Independent Worker Program (TKMP). This program aims to create new entrepreneurs from the unemployed, underemployed, and low-income communities. The long-term goal of this program is to encourage people not only to seek work, but to be able to create their own jobs. The community service activities in this paper aim to analyze the strength or economic resilience of the community through the optimization of the TKMP Program in Serang District, Serang City, Banten. The method used is a participatory approach with the stages of creating a Business Identification Number (NIB), financial management and marketing understanding. The results of the activity show an increase in business legal documents with NIB ownership, increased skills and increased income of participants. Community economic resilience is reflected in the adaptability, resilience, and economic transformation of participants. However, there are several obstacles, especially in the aspect of sustainable assistance, so that strengthened cooperation between the government, academics and the community is needed to support the sustainability of the program. Abstract

The low activation rate of the Digital Population Identity (IKD) remains a challenge in the digitalization of population administration at the local level. In Tangerang City, IKD activation reached only 2.06% (28,173 users) in 2023 and increased to 4.45% (62,364 users) in 2024, which is still far below the national target of 25%. This study aims to analyze the implementation of the IKD program in Tangerang City using George C. Edwards III’s policy implementation model, which includes the aspects of communication, resources, disposition, and bureaucratic structure. This research employs a qualitative approach with data collection techniques consisting of in-depth interviews, observation, and documentation involving policy implementers as well as IKD users and non-users. The findings indicate that communication among policy implementers has functioned relatively well; however, public communication remains uneven and has not been able to enhance public understanding and trust. Human resources, facilities, and technological support are considered adequate, but transparency regarding personal data security remains a major weakness. The disposition of implementers reflects positive attitudes, yet it has not produced a meaningful impact on increasing public participation. The bureaucratic structure has supported implementation through clear coordination, although it has not been strengthened by specific local standard operating procedures. The novelty of this study lies in the finding that the low level of IKD activation is more strongly influenced by limitations in policy communication and low public trust in data security rather than by technical factors alone.

Abstract

Abstract This study aims to analyze the implementation of the Integrated Licensing Service Information System (SIPINTER) at the Investment and One-Stop Integrated Services Office (DPMPTSP) of Tangerang Regency. The research is grounded in issues of low institutional responsiveness in following up on complaints, mismatches between actual service completion time and the Standard Operating Procedure (SOP), and uneven public socialization of the system. This study employs a descriptive method with a qualitative approach, using 3-dimensional e-government success model, namely Support, Capacity, and Value, as the analytical framework. Data were collected through field observation, regulatory documentation review, and in-depth interviews. The findings indicate that the Support dimension is backed by strong political will, allocated funding, and multi-channel socialization that has driven growth in registered users, though technical assistance responsiveness outside office hours remains weak. The Capacity dimension shows adequate human resources and staff competence, but the technological infrastructure remains prone to disruptions such as OTP delivery failures and server downtime. The Value dimension has produced tangible benefits in efficiency and service transparency, yet this value is undermined by document processing delays exceeding SOP standards, driven by a "digital red tape" practice among internal verification officers. This study recommends strengthening online technical support and adopting contingency resource mechanisms to improve service. Keywords: SIPINTER, e-government, licensing service, DPMPTSP, Support-Capacity-Value model Abstrak Penelitian ini bertujuan untuk menganalisis Penerapan Sistem Informasi Pelayanan Perizinan Terpadu (SIPINTER) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tangerang. Latar belakang penelitian ini didasari oleh masih rendahnya responsivitas instansi dalam menindaklanjuti laporan, ketidaksesuaian durasi penyelesaian layanan dengan Standar Operasional Prosedur (SOP), serta sosialisasi yang belum merata kepada masyarakat. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif, dengan analisis berlandaskan model keberhasilan e-government tiga dimensi yaitu Support, Capacity, dan Value. Hasil penelitian menunjukkan bahwa dimensi Support telah didukung oleh political will yang kuat, alokasi anggaran, dan sosialisasi multikanal yang mendorong pertumbuhan pengguna terdaftar, namun masih lemah dalam responsivitas bantuan teknis di luar jam kerja. Dimensi Capacity menunjukkan kecukupan sumber daya manusia dan kompetensi petugas, tetapi infrastruktur masih rentan mengalami gangguan teknis seperti kegagalan pengiriman OTP dan server down. Dimensi Value menghasilkan manfaat nyata berupa efisiensi dan transparansi pelayanan, namun nilainya terdegradasi akibat keterlambatan penyelesaian dokumen yang melampaui SOP, yang dipicu oleh praktik birokrasi digital (digital red tape) di tingkat verifikator internal. Penelitian ini merekomendasikan penguatan dukungan teknis daring serta penerapan mekanisme kontingensi sumber daya untuk meningkatkan layanan.
