Abstract

This study on intercultural communication of migrant communities on Sebatik Island on the Indonesia-Malaysia border examines communication practices between Javanese, Bugis, and Timorese migrants. Using a qualitative approach and collecting data from in-depth interviews and participatory observations, the study found that the process of intercultural communication is created through economic and cultural arenas. Communication in the Javanese economic arena with the Bugis can be seen from the businesses carried out together, such as culinary, hospitality, supermarket businesses and at the same time recruiting Javanese and Bugis as employees of their businesses. In the cultural arena, intercultural communication can be seen from the phenomenon of intermarriage which allows the creation of perceptual similarities between them. Communication in the Timorese economic arena with the Bugis is seen in the vegetable business network which is the main source of income for the Timorese and the recruitment of Timorese as assistants in the Bugis household. Communication in the cultural arena between Timorese and Bugis is also seen in terms of mixed marriages as well as between Javanese and Bugis. Through the economic and cultural arena, there is a change in the mindset of some people which has implications for the creation of a more dynamic and harmonious community condition in the context of communication of border communities with various differences in culture, customs, languages, and religions.ABSTRAK Studi ini tentang komunikasi antarbudaya masyarakat pendatang di Pulau Sebatik perbatasan Indonesia-Malaysia yang mengkaji praktek komunikasi antara pendatang Jawa, Bugis, dan Timor. Dengan menggunakan pendekatan kualitatif dan mengumpulkan data dari hasil wawancara mendalam dan observasi partisipasi, studi ini menemukan bahwa proses komunikasi antarbudaya, tercipta melalui arena ekonomi dan budaya. Komunikasi dalam arena ekonomi orang Jawa dengan Bugis terlihat dari bisnis yang dilakoni secara bersama, misalnya bisnis kuliner, perhotelan, supermarket dan sekaligus merekrut orang Jawa dan Bugis sebagai karyawan dari bisnis mereka. Dalam arena budaya, komunikasi antarbudaya terlihat dari fenomena perkawinan campuran yang memungkinkan terciptanya persamaan persepsi di antara mereka. Adapun komunikasi dalam arena ekonomi orang Timor dengan Bugis terlihat pada jaringan bisnis sayur-sayuran yang menjadi sumber penghasilan utama orang Timor dan perekrutan orang Timor sebagai asisten dalam rumah tangga orang Bugis. Komunikasi dalam arena budaya antara orang Timor dengan Bugis juga terlihat dalam hal perkawinan campuran sebagaimana yang terjadi juga antara orang Jawa dengan Bugis. Melalui arena ekonomi dan budaya, terjadi perubahan pola pikir sebagian masyarakat yang berimplikasi pada terciptanya suatu kondisi masyarakat yang lebih dinamis dan harmonis dalam konteks komunikasi masyarakat perbatasan dengan berbagai perbedaan budaya, adat, Bahasa, dan agama.

Abstract

The issue of money politics in local elections remains a critical challenge to the consolidation of democracy in Indonesia. Previous studies have largely focused on the institutional role of Bawaslu as the state’s formal election supervisory body, leaving a gap in understanding how local civil society organizations conduct independent oversight. This study fills that gap by examining the Gerakan Anti Politik Uang (GAPU) as a civil society movement in Berau Regency during the 2024 Regional Election. The main research question is: How does GAPU conduct democratic oversight, how effective is it, and what challenges does it face? Using a qualitative descriptive approach, data were collected through observation, interviews, and documentation, and analyzed using the Miles and Huberman interactive model, which includes data reduction, presentation, and conclusion drawing. The findings reveal that GAPU performs oversight through public education, collaboration with Bawaslu, and social media campaigns, making it an effective but still fragile form of civic monitoring. Its weaknesses include limited resources, financial transparency, and potential elite co-optation. The study’s novelty lies in positioning GAPU as a local model of participatory democratic oversight that complements formal institutions. Practically, this research recommends strengthening cooperation between GAPU, Bawaslu, and law enforcement agencies to institutionalize participatory oversight and ensure sustainable, transparent, and independent democratic monitoring at the local level.

Abstract

This study aims to analyze the supervision conducted by the Regional Inspectorate on the use of village funds in Sekolaq Darat District, West Kutai Regency. The research focuses on identifying the form of supervision, its implementation effectiveness, the challenges faced, and its impact on accountability in village fund management. This is a qualitative study using a case study method. Data were collected through observation, interviews, and documentation. The findings indicate that the Regional Inspectorate of West Kutai has implemented supervision through the WASPADU Program (Integrated Supervision) using assurance dan consulting. The eight villages under supervision generally showed a medium level of financial risk. Common issues found include weak administrative documentation, delayed financial reporting, inactive village supervisory bodies (BPK), and poor management of village-owned enterprises (BUMK). Key challenges in supervision include limited human resources, lack of financial literacy, and internet connectivity problems. Despite these challenges, the supervision has had a positive impact on increasing accountability awareness and encouraging better village governance. The study recommends strengthening the capacity of village officials, digitalizing supervision systems, optimizing the role of BPK, and reforming BUMK management.

Abstract

This study explores the efforts of the Samarinda Seberang District Government in preserving Samarinda woven sarongs as a form of cultural heritage, addressing the gap in previous studies that mainly emphasized community participation. The urgency of this research lies in understanding how local government involvement contributes to sustaining cultural identity amidst modernization and globalization pressures. Theoretically, this study is grounded in cultural preservation and local governance frameworks, which view protection, development, and utilization as interrelated dimensions of heritage management. Using a qualitative descriptive method, data were collected through interviews, documentation, and literature review, and analyzed using the interactive model of Miles and Huberman, encompassing data reduction, data display, and conclusion drawing. The findings reveal that the district government’s role in cultural preservation is relatively effective through protection, by legal and environmental safeguarding; development, through innovation and diversification of woven sarong products; and utilization, by promoting them as creative economic assets and integrating them into tourism and education. This study highlights that while these efforts are significant in reinforcing regional identity and empowering local artisans economically, they remain constrained by limited resources and inter-agency coordination. The results underscore the need for sustainable collaboration between government, community, and private sectors. In broader terms, this research contributes to the discourse on local governance and cultural sustainability, emphasizing that preserving cultural heritage is not only an act of identity protection but also a strategic pathway toward inclusive and sustainable regional development.
