Abstract

ABSTRAK  Penelitian ini bertujuan untuk menganalisis strategi kehumasan Pemerintah Provinsi Sumatera Selatan dalam mengelola informasi publik, dengan fokus pada penerapan model komunikasi simetris dan asimetris. Menggunakan pendekatan kualitatif, penelitian ini melibatkan wawancara mendalam dengan staf Humas dan wartawan media lokal untuk mendapatkan pemahaman yang komprehensif mengenai praktik komunikasi yang dilakukan. Hasil penelitian menunjukkan bahwa Humas Provinsi Sumatera Selatan secara aktif membangun komunikasi timbal balik dengan media. Mereka tidak hanya menyampaikan informasi, tetapi juga mendengarkan masukan dari wartawan, yang menciptakan hubungan yang lebih harmonis dan saling menguntungkan. Selain itu, Humas memanfaatkan berbagai platform digital untuk menyajikan konten yang informatif dan menarik, sehingga dapat menjangkau audiens yang lebih luas. Penggunaan media sosial dan situs web resmi pemerintah menjadi sarana penting dalam menyebarkan informasi dan meningkatkan transparansi. Strategi ini terbukti efektif dalam meningkatkan keterbukaan informasi pemerintah, yang pada gilirannya berkontribusi pada peningkatan kepercayaan publik terhadap pemerintah. Temuan ini menekankan pentingnya penguatan komunikasi dua arah, di mana pemerintah tidak hanya berperan sebagai penyampai informasi, tetapi juga sebagai pendengar yang responsif terhadap kebutuhan dan aspirasi masyarakat. Dengan demikian, penelitian ini memberikan rekomendasi bagi pemerintah daerah untuk terus mengembangkan strategi komunikasi yang inklusif dan partisipatif, guna membangun hubungan yang lebih baik dengan masyarakat dan media. ABSTRACT  This study aims to analyze the South Sumatra Provincial Government's public relations strategy in managing public information, focusing on the application of symmetrical and asymmetrical communication models. Using a qualitative approach, the research involved in-depth interviews with PR staff and local media journalists to gain a comprehensive understanding of the communication practices undertaken. The results show that South Sumatra Province's PR actively builds reciprocal communication with the media. They not only deliver information, but also listen to feedback from journalists, which creates a more harmonious and mutually beneficial relationship. In addition, PRs utilize various digital platforms to present informative and engaging content, thus reaching a wider audience. The use of social media and official government websites are important tools in disseminating information and increasing transparency. This strategy has proven effective in improving government information disclosure, which in turn contributes to increased public trust in the government. The findings emphasize the importance of strengthening two-way communication, where the government acts not only as a conveyor of information, but also as a responsive listener to people's needs and aspirations. As such, this study provides recommendations for local governments to continue developing inclusive and participatory communication strategies, in order to build better relationships with the public and the media.

Abstract

Perumda Tirta Musi Palembang is facing a reputation crisis triggered by repeated disruptions in the clean water distribution, resulting in more than 268,950 customer complaints in one month as well as massive negative coverage in mass media and social media. This situation demands the implementation of a systematic public relations strategy to restore public trust. This study aims to analyze Perumda Tirta Musi Palembang's public relations strategy in addressing negative reputation in the community and to describe the public relations challenges faced by Perumda Tirta Musi Palembang in managing negative issues in the community. This study uses Howard Chase's Issue Management Theory as the main analytical framework. The research method used is qualitative with a case study approach. The research results show that Perumda Tirta Musi's public relations strategy is carried out through five integrated stages of the Issue Management Theory, namely issue identification through daily social media monitoring and call center data classification, issue analysis through internal cross-division verification, strategy selection in the form of a maximum 15-minute response, educational content, press releases, field documentation, tanker water distribution, and dissemination of information through RT/RW networks, implementation with a standard resolution of 1x24 hours for distribution disruptions and three days for general complaints, and evaluation through sentiment monitoring and annual customer satisfaction surveys. The main challenges include limitations in human resources, internal coordination obstacles, discrepancies between estimated normalization times and field realities, as well as limitations in communication technology infrastructure. Although the implemented strategy has been running as a fully integrated cycle, Long-term restoration of public trust remains a major challenge that requires consistent performance and ongoing communication.
