Abstract

Penguatan struktur ekonomi lokal merupakan langkah strategis dalam mendorong pembangunan daerah yang berkelanjutan dan inklusif. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis sektor-sektor unggulan di Kabupaten Kuningan sebagai dasar dalam perumusan kebijakan pengembangan ekonomi lokal. Metode yang digunakan adalah Penelitian ini menggunakan Location Quotienti(LQ), Dynamic Location Quotient (DLQ), dan Growth Ratio Model (GRM) untuk mengukur keunggulan komparatif, pertumbuhan, serta kontribusi sektor terhadap Produk Domestik Regional Bruto (PDRB). Data yang digunakan bersumber dari data sekunder Badan Pusat Statistik (BPS) Kabupaten Kuningan dalam kurun waktu lima tahun terakhir. Hasil penelitian menunjukkan bahwa sektor pertanian, kehutanan dan perikanan, sektor perdagangan besar dan eceran, serta sektor jasa tertentu memiliki keunggulan komparatif dan kontribusi signifikan terhadap perekonomian daerah. Namun demikian, beberapa sektor potensial masih memerlukan intervensi kebijakan dalam bentuk peningkatan nilai tambah, hilirisasi produk, penguatan UMKM, serta integrasi dengan ekonomi digital. Penguatan struktur ekonomi lokal dapat dilakukan melalui strategi pengembangan berbasis potensi wilayah, peningkatan kualitas sumber daya manusia, dan kolaborasi antara pemerintah daerah, pelaku usaha, dan masyarakat. Penelitian ini memberikan rekomendasi kebijakan yang berorientasi pada optimalisasi sektor unggulan sebagai penggerak utama pertumbuhan ekonomi Kabupaten Kuningan, sehingga mampu meningkatkan kesejahteraan masyarakat secara berkelanjutan.

Abstract

The increasing intensity of cyberattacks against digital activists in Indonesia highlights the urgency of re-reading the responsibilities of social media platforms as providers of digital space. Attacks in the form of doxing, hacking, and intimidation not only threaten freedom of expression, but also create inequality in legal protection for vulnerable groups. This research aims to juridically analyze the legal responsibility of digital platforms for cyber threats experienced by activists in Indonesia, and formulate a more adaptive and human rights-based regulatory framework. The method used is a normative-empirical approach, with data collection techniques through documentation studies, in-depth interviews with activists and legal experts, as well as analysis of laws and regulations and internal platform policies. The results showed that the majority of platforms failed to carry out the principle of due diligence and only followed up on a small portion of the reports submitted. On the other hand, the absence of national legal norms that explicitly regulate the responsibility of platforms also weakens legal protection for victims. This research recommends the establishment of new norms based on shared responsibility and the integration of digital human rights principles in national laws and regulations. The findings emphasize the importance of a regulatory approach that is not only reactive, but also preventive and accountable in dealing with threats to civil liberties in the digital space.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) based on local agricultural commodities face significant sustainability challenges due to their dependence on natural resources, seasonal availability, and environmental uncertainties. The Lipstick Coffee MSME in Sedong Village, Cirebon Regency develops an agritourism-based business model by utilizing Gedong Gincu mango as its primary product identity; however, high dependence on a single raw material creates potential risks that may affect operational continuity, financial stability, and business reputation. This study aimed to analyze the risks associated with Gedong Gincu mango dependence and formulate appropriate mitigation strategies to strengthen MSME sustainability. This research employed a qualitative approach with a descriptive analytical method using a case study design. Data were collected through direct observation, documentation, and literature review, while data analysis was conducted based on the ISO 31000 Risk Management Framework, including risk identification, risk analysis, risk evaluation, and risk treatment. The findings showed that raw material dependence was influenced by climate uncertainty, seasonal fluctuations, potential crop failures, and limited post-harvest management capacity. These risks significantly affected menu availability, operational efficiency, income stability, and customer perceptions of business reliability. The proposed mitigation strategies included product diversification, post-harvest processing, strengthening partnerships with local farmers, and developing educational agritourism activities. This study concluded that systematic risk management is essential for reducing vulnerability and improving the resilience of local commodity-based MSMEs while maintaining their unique agricultural identity.
