Abstract

In the coming years, Indonesia will face a demographic bonus, marked by approximately 70% of its population being of productive age. This presents a significant opportunity if supported by high-quality human resources. Therefore, proper education for the younger generation in Indonesia is the key. The Government of Gowa Regency, South Sulawesi Province, initiated the "One Village/Sub-district, One Graduate" program as a step toward improving the quality of human resources in the region. This program is carried out through a partnership between the Gowa Regency Government and universities that are partners in the program. Subsequently, the universities collaborate with villages in Gowa Regency, also referred to as village partnerships. Through this program, villages and sub-districts send their residents to pursue higher education at universities. This research uses a qualitative method and focuses on the policy’s implementation. The study shows that the implementation of the "One Village/Sub-district, One Graduate" Program has been running quite well, as evidenced by effective communication, a strong disposition, and a clear bureaucratic structure. A recommendation for the program’s implementation is the need for regular monitoring to ensure the program is well-targeted and the need to establish a Regional Regulation as a legal foundation, especially to ensure the program’s sustainability in the future.
