Abstract

This study explores the interplay between civic engagement and social cohesion in Pakistan, with a particular focus on fostering inclusive development through both strategic policy and grassroots initiatives. By evaluating the impact of civic participation on enhancing social cohesion, the research examines key government policies, including the National Action Plan, National Youth Policy, and minority protection laws, alongside civil society efforts aimed at mitigating societal fragmentation and promoting participatory governance. Utilizing a qualitative approach, this research analyzes academic literature, policy reports, and case studies to uncover how civic engagement fosters communal trust and strengthens collective identity. A critical finding of the study is the notable gap in the effective implementation of policies, local ownership, and the inclusion of minorities. The study calls for a more integrated policy approach, greater grassroots empowerment, and equity-driven governance models to achieve long-term social cohesion and inclusive development in Pakistan.
