<![CDATA[Abstract This research is entitled "Implementation of Article 47 Paragraph (1) Letter d of Sambas Regency Regional Regulation Number 2 of 2015 Concerning Waste Management (Study in Cepala Village, Merubung Village and Sungai Nyirih Village)". The problem of this research is how to Implement Article 47 Paragraph (1) Letter d of Sambas Regency Regional Regulation Number 2 of 2015 Concerning Waste Management and what factors hinder the implementation of Article 47 Paragraph (1) Letter d of Sambas Regency Regional Regulation Number 2 of 2015 Concerning Waste Management. This research aims to analyze the causes of the ineffectiveness of the Implementation of Article 47 Paragraph (1) Letter d of Sambas Regency Regional Regulation Number 2 of 2015 Concerning Waste Management. The method used in this research is empirical legal research with a qualitative descriptive approach. Data collection techniques use observation, interviews, and documentation. The results of the study indicate that the implementation of Article 47 Paragraph (1) Letter d of Regional Regulation Number 2 of 2015 concerning Waste Management has not been maximized. Several factors that hinder the implementation of Article 47 Paragraph (1) Letter d of Regional Regulation Number 2 of 2015 concerning Waste Management include the sanctions given only in the form of warnings and administrative sanctions, so that they have not been able to create a deterrent effect. The lack of socialization has resulted in many people not knowing about the existence of the regulation. In addition, weak supervision due to limited personnel, low public awareness and compliance with the law, and limited waste disposal facilities also become obstacles to the effectiveness of the implementation of this regulation. Keywords: Implementation, Regional Regulations, Waste Management Abstrak Penelitian ini berjudul "Implementasi Pasal 47 Ayat (1) Huruf d Peraturan Daerah Kabupaten Sambas Nomor 2 Tahun 2015 Tentang Pengelolaan Sampah (Studi Di Desa Cepala, Desa Merubung dan Desa Sungai Nyirih)". Permasalahan penelitian ini adalah bagaimana Implementasi Pasal 47 Ayat (1) Huruf d Peraturan Daerah Kabupaten Sambas Nomor 2 Tahun 2015 Tentang Pengelolaan Sampah dan faktor-faktor apa yang menghambat implementasi Pasal 47 Ayat (1) Huruf d Peraturan Daerah Kabupataen Sambas Nomor 2 Tahun 2015 Tentang Pengelolaan Sampah. Penelitian ini bertujuan untuk menganalisis penyebab belum efektifnya Implementasi Pasal 47 Ayat (1) Huruf d Peraturan Daerah Kabupaten Sambas Nomor 2 Tahun 2015 Tentang Pengelolaan Sampah. Metode yang digunakan dalam penelitian ini adalah penelitian yuridis empiris dengan pendekatan deskriptif kualitatif. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasikan Pasal 47 Ayat (1) Huruf d Peraturan Daerah Nomor 2 Tahun 2015 Tentang Pengelolaan Sampah belum maksimal. Beberapa faktor yang menghambat implementasi pasal 47 Ayat (1) Huruf d Peraturan Daerah Nomor 2 Tahun 2015 Tentang Pengelolaan Sampah diantaranya sanksi yang diberikan hanya berupa teguran dan sanksi administratif, sehingga belum mampu menimbulkan efek jera. Kurangnya sosialisasi menyebabkan banyak masyarakat yang belum mengetahui keberadaan peraturan tersebut. Di samping itu, lemahnya pengawasan akibat keterbatasan personel, rendahnya kesadaran dan kepatuhan hukum masyarakat, serta terbatasnya fasilitas tempat pembuangan sampah turut menjadi kendala dalam efektivitas implementasi peraturan ini.
