This study aims to determine the role of the Religious Affairs Office (KUA) in fostering a sakinah family in Palopo City, analyze the obstacles faced, and examine the revitalization of the role of the KUA in the perspective of Maqāshid al-Syarī'ah. This research uses qualitative methods (field research) with juridical, sociological, and normative approaches. Data collection techniques include observation, interviews, and documentation, then analyzed descriptively qualitatively. The results showed that the role of the KUA in fostering a sakinah family includes coaching and monitoring prospective brides, marriage services and administration, and providing premarital guidance. The obstacles faced by the KUA in Palopo City include limited professional human resources, inadequate facilities, lack of training related to family development, and mismatch between the educational background of employees and their duties. In addition, the community's low understanding of the importance of marriage guidance is also a significant obstacle. Revitalizing the role of the KUA in fostering a sakinah family does not contradict the principles of Maqāshid al-Syarī'ah, especially in the aspects of preserving religion, offspring, soul, mind, and property. Through marriage guidance, communication within the family, and conflict resolution based on religious values, the KUA contributes to the realization of sakinah, mawaddah, and rahmah families as well as maintaining the quality of generations and overall family welfare. This study examines the phenomenon of the determination of marriage dispensation in the Belopa Religious Court, Luwu Regency through a critical discourse analysis approach. The purpose of this study is to analyze the discourse structure, discursive practices, and socio-cultural practices that underlie the determination of marriage dispensation. The research method uses a qualitative approach with data collection techniques in the form of document studies on the determination of marriage dispensation in 2020-2023, in-depth interviews with judges, and observations of the trial process. The results of the study show that the discourse structure in the determination of marriage dispensation is dominated by considerations of benefit and prevention of harm, which is reflected in the use of Islamic legal diction and arguments. Discursive practices show the existence of a power relationship between the court authority and the applicant for dispensation, where the court has the legitimacy to determine the eligibility of underage marriage. Meanwhile, at the level of socio-cultural practice, the determination of marriage dispensation cannot be separated from the social construction of the Luwu community regarding marriage and adulthood, as well as economic and educational factors. This study concludes that the discourse of marriage dispensation in the Belopa Religious Court is the result of a complex interaction between legal authority, religious values, and the socio-cultural realities of the local community.

This research aims to examine the revitalization of the role of the Penghulu (the marriage officiant) in minimizing early marriage in Palopo City. The research method used is qualitative with a descriptive approach. Data was obtained through in-depth interviews, observations and document studies related to the role of the headman and the efforts made to reduce the rate of early marriage. The research results show that the Penghulu has a very important role in carrying out religious duties, especially in registering marriages, as well as providing guidance and advice to the prospective bride and groom. Apart from that, the headman also plays an active role in efforts to prevent early marriage through various strategies, such as direct and online outreach, as well as collaboration with related agencies, such as the Population Control and Family Planning Service, the Health Service, and community organizations. By utilizing social media and building cross-sector collaboration, the Penghulu and the Palopo City government succeeded in strengthening preventive efforts to reduce the number of early marriages. The revitalization of the role of the Penghulu is carried out through increasing capacity through training and workshops, as well as implementing digitalization strategies for public education.
