Abstract

Sustainable development is a global agenda that demands countries in the world, including Indonesia, to undertake transformation in state financial governance. One of the important strategies used by the Indonesian government is the implementation of performance-based budgeting. This article aims to analyze the role of state financial management, particularly through the application of performance-based budgeting, in supporting the achievement of sustainable development in Indonesia. The study used a qualitative approach with literature study and policy analysis as the primary methods. Study results show that performance-based budgeting has encouraged transparency, accountability, and effectiveness of state budget use, although it still faces various challenges in its implementation. The article recommends strengthening human resource capacity, integration of information systems, as well as stricter supervision and evaluation as strategic measures to strengthen the role of state financial management in supporting sustainable development.

Abstract

Revitalisasi merupakan upaya untuk menghidupkan kembali kondisi perekonomian lokal yang berada di Tanjungpinang meliputi sebuah penguatan infrastruktur melalui basis Usaha Mikro Kecil dan Menengah di sekitar Jalan Merdeka dengan melibatkan masyarakat lokal untuk berpartisipasi aktif mendorong pertumbuhan ekonomi daerah. Penelitian ini menggunakan metode analisis deskriptif kualitatif dengan pendekatan studi pustaka mengumpulkan data pendukung yang berkaitan dengan topik relevan tentang dampak revitalisasi kawasan kota lama sebagai pusat perhatian publik dengan mengadakan pagelaran seni budaya daerah sebagai pelestarian kearifan lokal membawa pengaruh perekonomian yang berkembang secara pesat. Tujuan penelitian ini berfokus pada analisa pengembangan UMKM sebagai wujud nyata sinergitas kolaborasi antara pemerintah dan masyarakat dengan menghasilkan dampak signifikan setelah dilakukan penguatan infrastruktur sehingga dapat berdaya saing dengan produk yang berkualitas memberikan manfaat berkelanjutan menciptakan inklusivitas secara merata bagi pelaku usaha UMKM di Kota Tanjungpinang. Selain itu,revitalisasi terdapat tantangan yang menjadi penghambat salah satunya kurangnya sosialisasi program dan kesenjangan adaptasi pelaku usaha kecil untuk mengatasi permasalahan tersebut dapat dilakukan sosialisasi secara berkala tentang akses yang dibuka secara umum untuk menunjang kesejahteraan masyarakat.

Abstract

Poverty is one of the main problems faced by developing countries, including the city of Tanjungpinang, Indonesia. Various challenges still have to be faced in efforts to improve the welfare of the population, especially among low-income communities. This research aims to evaluate the effectiveness of the implementation of social assistance programs in reducing poverty levels in Indonesia. The high poverty rate in various regions has encouraged the government to launch various social assistance programs as a strategic step to ease the economic burden on poor and vulnerable communities. Through this program, it is hoped that the quality of life of the beneficiary community groups can gradually improve. However, in the process of implementing social assistance programs in the field, various obstacles are still encountered, one of which is the problem of inaccurate targeting, where assistance is not fully received by people who really need it, so that the effectiveness of this program is still questionable and requires improvement in various aspects of its implementation. To overcome the problems of poverty and inequality, the government launched the Family Hope Program (PKH), Non-Cash Food Assistance (BPNT), Direct Cash Assistance (BLT). This research aims to determine the influence on the implementation of these programs which can be viewed from various aspects, including social, economic, legal, governance and environmental aspects
