Abstract

Communication     transaction:    basic   elements    and  factors,·        so  far    as   the communicator   concerned   all the  Communications    transactions   are  shaped   by some  important  influence  such as.The communicative  purpose   and knowledge  of the subject.The purpose   in communicating   is to attain  some goal  and the effectiveness with which  it is transmitted.Besides of  knowledge of  subject    matter   fundamental skills is important  regardless of  the situations in  which   a  communication    transaction    occurs verbal  or nonverbal communication   symbol.The ability  to use  our  voices  and  bodies  to express  ideas  orally  and  visually facilitates the understanding   and acceptance   basic  to successful functioning of communication  process.

Abstract

We now come to the consideration of convergence, an issue that seems to be particularly vecing to social scientists especially cultural.  Much of the difficulty of dealing with this problem stem from the failure to distinguish with sufficient precision the different elements of a very complex situation.  A minimum list of such elements should include the following: a.Structures of patterns of social relationship. b.System of popular attitudes, value and behavior. c. System ofpolitical and economic control.

Abstract

Seorang ahli  strategi  komunikasi  Frederick Williams dalam  karya tulisnya :    "The Communication  Revolution", menghubungkan nilai strategis  teknologi komunikasi   dan struktur politik dalam kehidupan  suatu  negara. Diisyaratkan bahwa   "Political system  and Communica- tion system  are two sides of the same coin".  Dalarn  buku kumpulan   karangan  para pakar komunikasi dari dari berbagai negara yang diterbitkanUNESC0-1980,   berjudul  : "Many Voices One World Communication an Society Today and Tomorrow", Sean McBride sebagai penyunting antara lain memperkenalkan konstruksi pemikiran tentang  fungsi  komunikasi  bagi peradaban umat manusia. Menurut McBride, komunikasi memelihara dan menggerakkan dinamika  kehidupan dan  peradaban umat manusia. Tanpa komunikasi  tidak mungkin setiap individu dapat  menyatakan segala sesuatu yang terkandung  dalam pikiran dan perasaannya.   Komunikasi  dapat merubah naluri (instinc~  menjadi inspirasi. Lebih dari itu komunikasi  inipun  merupakan  tempat menyimpan  gagasan (idea) bersama, memperkuat  perasaan kebersamaan, mengubah  pikiran menjadi  perbuatan. Pendek   kata    pendapat   McBride menunjukkan bahwa  komunikasi adalah sebagai  jiwanya dari setiap dinamika kehidupan masyarakat  ,   tentunya  termasuk pula dinamika   politik.  Dalam realita tidak dapat disangkal  sistem politik  sangat  berpengaruh  pada  system. Contohnya :      Dalam  sistem politik, komunikasi berfungsi sebagai penghubung antara  kehidupan  politik yang ada  pada suprastruktur  dengan insfrastruktur  politik dan sekaligus  menciptakan dinamika  politik yang stabil. Sedangkan   pada sistem komunikasi,  sistem  politik berpengaruh terhadap  bentuk,  arah tujuan dan  pola komunikasi.Oleh karena itu, keterkaitan keduanyatidak dapat dilepas,  saling ber-interdependensi yang satu dengan yang lainnya.Komunikasi politik sebagai kajian ilmiah, memadukan  dua disiplin  ilmu yaitu  ilmu Komunikasi  (Communication   Science) dan ilmu politik (Political Science)  yang sekaligus menjadi  sarana transformasi  nilai dalam  kehidupan  politik suatu  negara.Timbul pertanyaan mengenai disiplin ilmu, apakah  yang paling  berkompeten dalam mengkaji Komunikasi Politik.

Abstract

As we are seen, personal progression involves the development  of knowledge, skills and  attitudes  in all areas and  the  development of  whole   person  as  an  individual and  as a  member   of  society. How ever learning  as a tool by itself can  tie limited  ettectiveness. What  is  learning?   Learning  is  defined   as a  reJatively  permanent change   in  behavior  that  occurs.  For most student   an  effective approach  is  to scan _the  study guide,  the chapter   focus and  study outline sections. Read  the text carefully and making  notes. Designing  or enriching activities  intended  to help  the students  to gain more  knowledge and skills.A team  researchers  developed  a program to help  students  how to read  with a purpose.  How to get  them more actively  involved  in the material  they read. How    to    read    effectively   and    productively.    Reading    and remembering   technique,   a    more    recent     variation     of    this technique  is  called   the  PQ4R technique  introduced  by  Thomas and  Robinson ( 1972).

Abstract

We have been asked to  think  about a convention that will write a new constitution for the Indonesian Republic. What  our reaction?We were surprised  of idea  of a new  constitution? Why?                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                             Do  we assume   the present   constitution/   the first and  oldest  one  w!II remain  in force  forever?Our present   constitution  provides  several  methods   of amendment.   Why didnt the  founding   fathers  include  on amendment  clause?How  did  we react  to  the  suggestion    that  we  were  to participate   in the  new convention?Of course, existence of a certain particular constitutional features are desirable for the nation actual constitutions can provide inspiration but cannot   tell us what is desirable.To  reach conclusions about desirability, we must employ principles of evaluation.These  are serious  doubts   that a new  constitution  should   be helcl obviously  no convention   should  be  called, it can  be  expected   to write a bitter constitution than  we already  have.   Our  constitution   is thus not just  a set of legal  rules, It is also  a paradigm.A paradigm is  an   overall   view   of   things   in   terms   of   which  particular experiences   con be  understoodMost   of  the  young   Indonesian modern generation now days encourages decision   makers  to egotism.Pragmation appears    lo  give  possible   scope    for  the   exercise   of   common sense   new  elements    in  Indonesian    life.    To  be  pragmatic    thus  implies   the opposite  of being  dogmatic    theoretical   or ideological.There is a widespread   belief-Constitution   means  limited government.To be pragmatic as a dogma or  ideological Pancasila appears to  give maximum  scope  the  exercise  of common  sense.As  an  open   ideology   Pancasila  is better  at least  lo stumble   around,   than  to go  in  the  wrong  direction.   Not  such   as  the  Nazis  exterminated  the  Jews,  six. million  of them/  in pursuit  the dogma   or ideology  of  "ryan  Purity".Or the old German marxis  had a slogan: "Und willst  du   nicht   mein brudersein,    so  sch lag   ich  dir  den   scheidel   ein" (If you dont  want   to  be brother,   Ill smack  your  skully).
