Abstract

Tujuan – Pengembangan kompetensi pegawai negeri sipil (PNS) menjadi faktor penting dalam meningkatkan kinerja organisasi, khususnya di era digital. Penelitian ini bertujuan untuk mengkaji pengaruh optimalisasi pelatihan One Stop Learning (OSL) terhadap peningkatan kompetensi PNS pada Pusat Pengembangan Sumber Daya Manusia Aparatur (PPSDM Aparatur). Desain/metode/pendekatan– Pendekatan mix method digunakan dalam penelitian ini. Data kuantitatif diperoleh dari kuesioner yang disebarkan kepada 62 responden terpilih secara acak dari 107 alumni pelatihan OSL. Data kualitatif dikumpulkan melalui wawancara terstruktur dengan pemangku kepentingan utama serta observasi langsung pelaksanaan pelatihan. Analisis kuantitatif dilakukan melalui statistik deskriptif, uji validitas dan reliabilitas, serta analisis regresi menggunakan SPSS. Temuan – Hasil penelitian menunjukkan bahwa optimalisasi pelatihan OSL berpengaruh signifikan terhadap peningkatan kompetensi PNS (t = 8,761; p < 0,001). Temuan kualitatif menunjukkan bahwa aspek-aspek yang perlu ditingkatkan meliputi pengembangan konten, teknik pengajaran virtual, fitur pembelajaran digital, dan pemanfaatan media asynchronous. Implikasi/kelemahan penelitian– Penelitian ini terbatas pada ruang lingkup PPSDM Aparatur sehingga hasilnya belum dapat digeneralisasikan ke seluruh instansi. Fokus hanya pada lima jenis pelatihan OSL juga menjadi batasan cakupan program pelatihan secara menyeluruh. Keaslian/nilai– This research contributes by offering a structured evaluation of a modern, tech-based civil servant training model. It presents the OSL approach as suitable for millennial and Gen Z learners, offering flexibility, accessibility, and digital engagement as key value propositions in government training strategies.

Abstract

To improve organizational performance, it is necessary to have qualified employees with high levels of competence, enabling them to contribute effectively to the achievement of organizational goals. Based on this rationale, this study was conducted to examine the effect of optimizing One Stop Learning (OSL) training on employee competency at the Human Resources Development Center for Apparatus (PPSDMA), under the Ministry of Energy and Mineral Resources (ESDM). The study population comprised employees who had completed One Stop Learning training across five training programs with the highest levels of participant interest. The total population consisted of 107 individuals, from which 62 participants were randomly selected as the research sample. This study employed a mixed-methods approach, combining both quantitative and qualitative methods. The research results show that the research hypothesis is accepted, namely that Optimizing One Stop Learning Training has a significant influence on employee competency. From the qualitative perspective, several components of the OSL training program were identified as areas for potential optimization. These include: the development of training materials in terms of both content and visual presentation; increased utilization of information technology; enhancement of virtual teaching techniques; greater variation in the assignment of conceptual training tasks; enrichment of training features; the implementation of IT-based evaluation tools; and resolution of implementation-related challenges.
