Abstract

This paper examines systemic factors influencing digital transformation in the public sector, with a focus on bureaucratic structures, regulatory environments, and human resource capabilities. The study aims to explore how strategic alignment and collaborative leadership shape the success of digital initiatives. Utilizing a narrative review approach, the analysis synthesizes evidence from global case studies and recent empirical research. The findings indicate that while technological adoption improves operational efficiency, systemic constraints often hinder transformative outcomes. Leadership vision, stakeholder prioritization, and inclusive strategies are identified as pivotal in addressing challenges such as legacy system integration, uneven infrastructure, and resistance to change. The discussion highlights significant disparities between central and local agencies, underscoring the need for adaptive policy frameworks, standardized digital maturity models, and strengthened cross-sector collaboration.This study emphasizes the necessity of holistic digital strategies that merge technological innovation with institutional reform. The implications suggest that targeted policy measures—such as interoperable system development, capacity-building programs, and GovTech ecosystem support—are crucial for long-term digital governance success. Future research should delve into context-specific digital readiness and performance frameworks to bridge current knowledge gaps and support inclusive digital transformation pathways.

Abstract

Penelitian ini bertujuan menganalisis praktik collaborative governance dalam pengembangan living lab sekolah bidang lingkungan hidup melalui studi kasus kemitraan antara SMPN 3 Katingan Kuala dan PT Pagatan Usaha Makmur. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus, dengan teknik pengumpulan data berupa wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kemitraan SMPN 3 Katingan Kuala dan PT Pagatan Usaha Makmur telah membentuk praktik collaborative governance yang berjalan secara konsisten dan berkelanjutan. Kolaborasi diwujudkan melalui berbagai kegiatan edukatif dan partisipatif, seperti MPLS Menyenangkan berbasis outing class, peringatan Hari Orang Utan Sedunia, guru tamu kehutanan, penguatan peran orang tua melalui ngaji parenting, kegiatan cinta lingkungan, outing class di hutan konsesi, hingga pengembangan Laboratorium Green School. Selain itu juga terdapat inovasi BAKAT ECOBRIK sebagai bentuk penguatan living lab yang bersifat transformatif. Inovasi ini mengintegrasikan pendidikan, konservasi lingkungan, dan ekonomi sirkular melalui tiga pilar utama, yaitu Laboratorium Green School, Bank Sampah, dan Kandang Cerdas. Collaborative governance efektif sebagai kerangka pengembangan living lab sekolah bidang lingkungan hidup, terutama ketika didukung oleh komitmen aktor, kesesuaian dengan konteks lokal, dan orientasi keberlanjutan jangka panjang. Temuan ini memberikan kontribusi empiris bagi kajian administrasi publik, khususnya pada pengembangan model kolaborasi sekolah–swasta dalam pendidikan lingkungan hidup berbasis inovasi lokal.
