Abstract

Digital transformation has become a major driver of organizational change across sectors. However, many organizations still fail to build adequate capacity due to a lack of understanding of the critical success factors in the digital era. This study aims to identify and analyze key elements that influence the success of capacity development in organizations facing digital disruption. Using a descriptive qualitative approach, data were collected through literature reviews and case analyses of organizations that successfully implemented digital transformation. The findings indicate that success is determined by the synergy of four primary factors: transformational leadership, adaptive organizational culture, human resource competence, and technological readiness. These factors operate not in isolation but as a mutually reinforcing managerial ecosystem. Visionary leadership shapes innovative culture; supportive culture enhances HR capabilities; and competent HR facilitates optimal use of technology. This study contributes theoretically by offering an integrative and practical model that can serve as a strategic guide for organizations aiming to enhance their internal capacity sustainably in the face of digital complexity.

Abstract

This study aims to analyze the level of efficiency and effectiveness in managing tax revenues in Indonesia and its contribution to national economic development. Taxes are the primary source of state funding and play a crucial role in supporting development programs and welfare distribution. However, there remains a gap between tax potential and realization, indicating the need to evaluate the current tax administration system. This research adopts a descriptive quantitative approach using secondary data from DJP, BPS, and the Ministry of Finance covering the 2019–2023 period. The findings show that tax collection effectiveness has been relatively high in the last two years, as indicated by revenue realization exceeding targets. Nevertheless, efficiency remains low due to suboptimal digital systems and limitations in human resource capacity. Effectiveness is also strongly influenced by information technology and the performance of tax officials. The study concludes that tax reform focused on digitalization and transparency must be strengthened to support sustainable economic development. These findings have important implications for future fiscal policies and suggest opportunities for further research using mixed-method approaches.

Abstract

This study aims to analyze the financial relationship between the central and regional governments within the framework of fiscal decentralization and its impact on regional economic growth. The main focus is to evaluate the contribution of the General Allocation Fund (DAU) and the Special Allocation Fund (DAK) to Regional Original Revenue (PAD) and the equitable development between regions. Using a quantitative approach, the data was analyzed to assess how fiscal transfer policies support regional financial independence and sustainable development. The findings indicate that DAU and DAK significantly influence PAD growth; however, regional dependency on central government funds remains high. Furthermore, disparities in development between advanced and underdeveloped regions remain a significant challenge. This study recommends optimizing PAD management and implementing more equitable fiscal policies to support balanced development and inclusive economic growth in Indonesia.

Abstract

Economic empowerment of coastal communities in Indonesia is essential to improve welfare and reduce social inequality. This study explores the role of technology and access to capital in driving economic empowerment in coastal areas. The method used is a literature study to analyze how technology improves productivity, and how access to capital supports business development. The results of the study show that the use of information and communication technology, as well as inclusive savings programs, have made significant contributions to increasing income and quality of life in coastal communities. Challenges such as poor infrastructure and limited education need to be addressed to achieve full potential in economic empowerment.
