Abstract

Regional government spending plays a crucial role in driving sustainable economic growth in Indonesia, particularly within the framework of fiscal decentralization. This study analyzes the impact of different expenditure components including direct and indirect expenditures, capital spending, education, and health on economic growth using a quantitative approach based on panel data and time series analysis. The findings reveal that direct and capital expenditures have a positive and significant effect on economic growth. In contrast, indirect spending and social expenditures such as education and health do not exhibit a strong direct impact, although they are still considered crucial for long-term development outcomes. Regional disparities in impact highlight the importance of fiscal capacity and sound budget management. Moreover, the quality of human capital plays a pivotal role in amplifying the effectiveness of public spending in promoting inclusive development. These findings underscore the necessity for regional fiscal reforms that prioritize efficiency, long-term planning, and the integration of infrastructure investment and human capital development.

Abstract

Provinsi Kepulauan Riau, sebagai daerah pesisir yang kaya akan sumber daya perikanan, menghadapi tantangan dalam meningkatkan kesejahteraan masyarakat nelayan. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis strategi pemberdayaan masyarakat pesisir melalui inovasi pengolahan hasil tangkap nelayan. Dengan pendekatan kualitatif, penelitian ini mengeksplorasi berbagai metode pengolahan yang dapat meningkatkan nilai tambah produk perikanan, seperti pengolahan ikan segar menjadi produk olahan. Hasil penelitian menunjukkan bahwa penerapan teknologi sederhana dan pelatihan keterampilan bagi nelayan dapat meningkatkan kualitas dan daya saing produk perikanan di pasar lokal dan internasional. Selain itu, kolaborasi antara pemerintah, lembaga swadaya masyarakat, dan sektor swasta sangat penting dalam menciptakan ekosistem yang mendukung inovasi dan keberlanjutan. Dengan demikian, strategi pemberdayaan ini diharapkan dapat meningkatkan pendapatan nelayan, memperkuat ketahanan pangan, dan mendorong pembangunan ekonomi berkelanjutan di Provinsi Kepulauan Riau.

Abstract

The National Health Insurance (JKN) program represents Indonesia’s core strategy toward achieving Universal Health Coverage (UHC), yet its implementation continues to face persistent structural, financial, and political challenges. This study aims to analyze the effectiveness of JKN implementation using Peter S. Cleaves’ framework, which emphasizes four interrelated dimensions scarcity, apathy, political power, and policy problematique to explain how limited resources, weak public participation, and political dynamics shape policy outcomes. Employing a qualitative descriptive approach through a literature review method, this research synthesizes findings from policy documents, academic studies, and institutional reports relevant to JKN implementation. The results reveal that scarcity is reflected in uneven healthcare infrastructure and financial deficits, apathy arises from low public engagement and bureaucratic rigidity, and political power influences decision-making processes that prioritize short-term populism over long-term sustainability. The study also identifies policy problematiques in the form of complex administrative systems and coordination inefficiencies between healthcare levels. These interrelated factors create implementation gaps that limit the achievement of equitable and effective health services. By situating these findings within Cleaves’ theoretical model, the study contributes to refining the understanding of policy implementation in developing contexts, emphasizing that technological innovation and participatory communication can mitigate structural and political constraints. The research concludes that enhancing institutional capacity, fostering citizen participation, and promoting digital inclusivity are key strategies for improving equity, responsiveness, and sustainability in Indonesia’s national health insurance system.
