Abstract

The development of information technology has driven digitalization in various sectors, including in the procurement of government goods and services through the E-purchasing system. ASHA Store is one of the business actors that utilizes the e-Catalog and Mbizmarket platforms in carrying out transaction processes with government agencies. However, in its implementation, the information system used also creates various operational risks that can disrupt the smooth running of the business. This study aims to analyze the risk management of the information system implemented by ASHA Store using the ISO 31000:2018 framework. The method used is a descriptive qualitative approach with data collection techniques in the form of interviews, observations, and documentation. The results of the study showed that there were ten main risks identified, including internet connection disruptions, inaccessible applications, and delays in updating product data and shipping goods. These risks were then analyzed based on their likelihood and impact, so that mitigation priorities were obtained. Control measures were carried out with strategies such as increasing staff training, providing backup networks, and implementing dual authentication and data backup SOPs. By conducting periodic evaluation and monitoring, the implementation of ISO 31000-based risk management has proven effective in helping ASHA Store identify, analyze, and control information system risks systematically and sustainably.

Abstract

Information retrieval (IR) is a field in computer science that focuses on searching and retrieving relevant information from large-scale data sets. With the development of technology and the explosion of digital information, the need for efficient and accurate IR systems is increasing. This study aims to examine various IR models, both classical and modern, and the supporting techniques used in the information retrieval process. Classical models such as the Boolean Model, Vector Space Model (VSM), and BM25 are the initial foundations of IR systems, while modern neural network-based approaches such as DSSM, DPR, and Retrieval-Augmented Generation (RAG) offer more semantic and contextual search performance. In addition, basic techniques such as indexing and tokenization, as well as advanced techniques such as query expansion and relevance feedback, are also discussed, which also increase the effectiveness of the system. The performance evaluation of the IR system is carried out using various metrics such as precision, recall, F1-score, MAP, and NDCG. The results of this study indicate that the combination of the right IR models and techniques can produce an information retrieval system that is more relevant, efficient, and adaptive to the needs of modern users.

Abstract

The implementation of the E-Purchasing system in government procurement of goods and services requires an information system strategy that aligns with business needs. ASHA Store is a business actor that utilizes the E-Purchasing application, but its utilization still tends to be operational and is not supported by a structured strategic information system planning. This study aims to analyze and formulate an information system strategy in utilizing the E-Purchasing application at ASHA Store using the Ward and Peppard method. This study uses a qualitative approach with a case study method. The analysis is carried out through analysis of the business environment, IS/IT environment, SWOT, and the preparation of an application portfolio using the McFarlan Strategic Grid. The results show that the E-Purchasing application is a key operational system that supports the main business processes. Recommended strategies include the preparation of IS/IT strategic planning, improving human resource competencies, and developing internal support systems to support decision-making.
