Abstract

The Kingdom of Pagaruyung was one of the most important centers of culture and government in Sumatra in the past, especially for the Minangkabau people. This article discusses descriptively the role of the Pagaruyung Kingdom in shaping the social structure, government system, and the development of customary and religious values in the Minangkabau environment. Using a qualitative approach through a literature study, this article explores how the Rajo Tigo Selo collective government system was implemented, as well as how customary law and matrilineal structure played a role in maintaining social harmony. In addition, the integration of adat and Islam is the main force that makes Pagaruyung a center of cultural value stability that has been preserved to this day. Despite the kingdom's political decline due to colonialism and internal conflict, its influence remains strong in the lives of Minang people today, making it a living symbol of cultural heritage. This article aims to strengthen the understanding of Pagaruyung's importance in Minangkabau history and identity as a whole. Kerajaan Pagaruyung merupakan salah satu pusat kebudayaan dan pemerintahan terpenting di wilayah Sumatra pada masa lampau, khususnya bagi masyarakat Minangkabau. Artikel ini membahas secara deskriptif tentang peran Kerajaan Pagaruyung dalam membentuk struktur sosial, sistem pemerintahan, serta pengembangan nilai-nilai adat dan keagamaan di lingkungan Minangkabau. Dengan menggunakan pendekatan kualitatif melalui studi literatur, artikel ini menelusuri bagaimana sistem pemerintahan kolektif Rajo Tigo Selo dijalankan, serta bagaimana hukum adat dan struktur matrilineal berperan dalam menjaga harmoni sosial. Selain itu, integrasi antara adat dan Islam menjadi kekuatan utama yang menjadikan Pagaruyung sebagai pusat stabilitas nilai budaya yang lestari hingga kini. Meskipun secara politik kerajaan ini mengalami kemunduran akibat kolonialisme dan konflik internal, pengaruhnya tetap kuat dalam kehidupan masyarakat Minang masa kini, menjadikannya simbol warisan budaya yang hidup. Artikel ini bertujuan untuk memperkuat pemahaman akan pentingnya Pagaruyung dalam sejarah dan identitas Minangkabau secara menyeluruh.

Abstract

The transformation of modern education is a global phenomenon characterized by fundamental changes in paradigms, approaches, and education delivery systems at various levels. The development of digital technology, socio-cultural dynamics, and the demands of globalization have encouraged the world of education to continue to adapt and innovate. In this context, education science plays a central role as a theoretical foundation as well as a practical instrument that directs the process of change in a systematic, contextual, and futureoriented manner. This article aimsto examine in depth the contribution of education science in supporting the transformation of modern education through a descriptive qualitative approach based on literature study. Scientific sources used include academic journals, books, policy documents and relevant articles from the last three years. The results of the study show that education science plays a role in various crucial aspects of transformation, including in updating the learning paradigm towards a student-centered approach, developing a competency-based curriculum, and integrating technology pedagogically. In addition, education science also strengthens the role of teachers as facilitators and innovators, encourages digital literacy and character education, and supports the birth of inclusive and equitable education policies. Concepts such as lifelong learning, local value-based education, and the humanization of learning are important dimensions in education science.

Abstract

This study investigates the implementation of decentralization in improving the quality of public services at the local government level. The purpose of the research is to examine how decentralization policies influence service delivery performance and to identify key factors that contribute to more effective public services. A qualitative descriptive approach was employed, utilizing interviews, documentation, and observation as the main data collection techniques. The research was conducted in selected regional government institutions that have actively implemented decentralization strategies.The findings indicate that decentralization, when properly executed, has a positive impact on public service quality. Increased local authority and autonomy enable faster decision-making, better allocation of resources, and services that are more responsive to community needs. However, the effectiveness of decentralization largely depends on institutional capacity, human resource competence, transparency, and accountability mechanisms. In some cases, challenges such as bureaucratic inefficiency and lack of coordination still hinder optimal service delivery.The study concludes that decentralization can significantly improve public services if accompanied by capacity building, institutional reform, and strong governance practices. It recommends strengthening local institutional structures and enhancing community participation to ensure that decentralization leads to more citizen-oriented services
