Abstract

The access to electronic governmental services is an important element of effective governance, particularly in developing nations such as South Africa, where there are still differences in access and skills to digital technologies. As digital transformation becomes increasingly important for effective governance, it is urgently necessary to develop strategies to ensure that all citizens can access electronic governmental services. This study focused on the development of transformation strategies to enhance access to electronic governmental services in local governments in South Africa. This qualitative research used existing literature and case studies to develop transformation strategies to improve access to digital government services. The paper evaluated how the accessibility of electronic government services affected the responsiveness and effectiveness of the provision of local government services. Moreover, the paper also examined the impact of socio-economic factors on the accessibility of electronic services provided by municipalities in South Africa. This included the assessment of the citizens' perceptions of the use and accessibility of the current electronic government services of the municipalities of South Africa. Finally, although electronic public administration services have great potential to enhance local governance in South Africa, their accessibility depends on a solution to socio-economic imbalances, infrastructure limitations, technological obstacles, and trust issues. The study provided strategies for promoting the access of local government e-government services in South Africa. As a result, the findings of the paper contributed to growing knowledge on e-government tactics to improve service delivery and promote good governance practices in South Africa. Abstract

Fiscal sustainability and service delivery are crucial elements of fruitful governance, yet many South African municipalities struggle to manage these components. To address these problems, the government introduced medium-term budgets as a tool to make positive transformations in fiscal discipline and enhance service delivery. However, the success of these budgets in meeting these goals remains uncertain. To close this gap in knowledge, this article explored the role of medium-term budgets in promoting fiscal sustainability and improving service delivery in South African municipalities through a qualitative analysis of budget documents, policy reports and audit outcomes. The findings show that while some municipalities have benefited, many still face operational deficits, corruption, and a lack of skilled personnel, all of which hamper their effectiveness. This article recommends strengthening accountability mechanisms, investing in skills development, and improving financial monitoring systems. As a result, the article makes a vital contribution by providing significant insights for enhancing municipal budget execution and service delivery.

Abstract

The South African public sector plays an important role in socio-economic development and Human Resource Management (HRM) is an important element to ensure the provision of effective services. Based on a qualitative approach and a huge dependence on secondary data, the study explored lessons learned from business management principles for improving HRM in the public sector in South Africa. The study focused on key areas such as leadership, talent acquisition, retention and remuneration, performance management, and employee development, and highlighted how adaptation of business management frameworks could improve these areas. The results show that the objectives and operational context of the public and business sectors are non-identical, but business HRM practices such as agile leadership, talent acquisition, retention, compensation and performance management, and employee development strategies can be tailored to the specific needs of the public sector. The study recommended the implementation of strategies such as efficient recruitment, performance-based incentives, and non-monetary benefits will address key challenges, improving services and enhancing public trust in government institutions.
