Abstract

 Penelitian ini bertujuan untuk menganalisis implementasi program pencegahan stunting di Desa Sumorame, Sidoarjo, dengan menggunakan teori implementasi kebijakan Merilee S. Grindle. Penelitian ini menggunakan pendekatan kualitatif digunakan untuk menggali informasi mendalam terkait pelaksanaan berbagai program yang telah dijalankan. Teknik pengumpulan data melalui observasi, wawancara medalam, dan studi dokumentasi. Stunting merupakan kondisi gagal tumbuh pada anak akibat kekurangan gizi kronis yang berlangsung dalam waktu lama, sehingga menghambat perkembangan fisik dan kognitif. Hasil penelitian menunjukkan bahwa meskipun program seperti pemberian makanan tambahan (PMT) berbahan lokal, penyuluhan gizi, dan pendampingan ibu hamil telah dilakukan, masih terdapat kendala seperti kurangnya tenaga kesehatan terlatih, sosialisasi yang kurang optimal, dan keterbatasan partisipasi masyarakat yang mempengaruhi efektivitas pelaksanaan program. Temuan ini menekankan pentingnya kolaborasi lintas sektor, edukasi gizi yang berkelanjutan, dan penguatan koordinasi antara pemerintah, masyarakat, dan organisasi untuk mencapai keberhasilan dalam menurunkan angka stunting secara signifikan. Implementasi kebijakan yang terstruktur dan didukung sumber daya yang memadai menjadi kunci utama dalam keberlanjutan program pencegahan stunting.  This study aims to analyze the implementation of stunting prevention programs in Sumorame Village, Sidoarjo, using Merilee S. Grindle's policy implementation theory. A qualitative approach was employed to explore in-depth information regarding the execution of various implemented programs. Data collection techniques included observation, in-depth interviews, and documentation studies. Stunting is a condition of impaired growth in children caused by chronic malnutrition over a prolonged period, hindering physical and cognitive development. The study results show that although programs such as locally-sourced supplementary feeding (PMT), nutrition counseling, and assistance for pregnant women have been carried out, challenges remain, including a lack of trained health workers, suboptimal socialization, and limited community participation, which affect the effectiveness of program implementation. These findings emphasize the importance of cross-sectoral collaboration, sustainable nutrition education, and strengthened coordination between the government, community, and organizations to achieve significant reductions in stunting rates. Structured policy implementation supported by adequate resources is a key factor in ensuring the sustainability of stunting prevention programs.

Abstract

Objective: This study aims to analyze the effectiveness of e-government implementation through the Dukcapil Online Service (PLAVON) application in managing population documents in Jatikalang Village. Method: A qualitative descriptive approach was applied, with data collected through interviews, observations, and documentation, and analyzed using the Miles and Huberman interactive model. Results: The findings show that PLAVON has improved the efficiency of population administration services by reducing queues, accelerating document issuance, and enhancing transparency and accountability. Despite these achievements, several challenges remain, including limited community digital literacy, inadequate internet access, and technical difficulties in application use. Socialization and training initiatives conducted by the village government have partially addressed these issues, helping to increase public awareness and usage of the system. Novelty: This research provides new insights by contextualizing the adoption of PLAVON at the village level, highlighting not only its role in improving administrative efficiency but also the socio-technical challenges that must be addressed to ensure inclusivity and sustainability in digital-based public service delivery.
