Abstract

AbstractInformation technology plays a crucial role in human life and organizational operation in the current digital era. Its use can enhance efficiency and effectiveness, including managing population administration. The quality of system is crtitical as it impact the success of information systems. This study analyzes the quality of the Population Administration Information System (SIAK) using the McCaal Model at the Bonebolango Regency Civil Registry Service Office. The issue observed at the department includes delay in document issuance, as indicated by the Public Satification Survey (SKM) result in 2023. The study aims to analyze the quality of the Population Administration Information System (SIAK) operators and processed using SPSS 25. Based on McCall's model analysis, the resultsfor each indicator are as follows: Correctnes scored 52,25% (Fairly Good), Reliability 66,75% (Good), Efficiency 51,75 (Fairly Good), Integrity 78,5% (Good), Usability 67% (Good), Maintainability 57,5 (Fairly Good), Flexibilty 80% (Good), Testability 100% (Very Good), Portability 70% (Good) Interoperability 64% (Good). The total score reached 94,3%,which falls into the “Very Good” category. The study's hypothesisntesting revealed the the X1 variable (product operation) significantly influences the Y variable (SIAK quality), while the X2 variable (product revision) does not have a significant influence, and the X3 varible (product transition) significantly influences the Y variable (SIAK quality).Keywords : Information System Quality, SIAK, McCallAbstrakKualitas dari suatu sistem juga sangat penting sebab dapat mempengaruhi keberhasilan sistem informasi. Penelitian ini melakukan Analisis Kualitas Sisten Informasi Administrasi Kependudukan (SIAK) Menggunakan Model McCall di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bone Bolango. Adapun masalah yang terdapat di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bone Bolango dimana masih terjadi keterlambatan penerbitan dokumen berdasarkan hasil SKM (Survey Kepuasan Masyarakat) tahun 2023. Tujuan dari penelitian ini yaitu melakukan analisis kualitas sistem informasi administrasi kependudukan (SIAK) dan memberikan rekomendasi untuk mengingkatkan kualitas dari SIAK menggunakan model McCall. Berdasarkan hasil perhitungan menggunakan model McCall bahwa pada indikator Correctness 52,25% (Baik), indikator Realibilty 66,75% (Cukup Baik), indikator Efficiency 51,75% (Baik), indikator Integrity 78,5% (Cukup Baik), indikator Usability 67% (Cukup Baik), indikator Maintainability 57,5% (Baik), indikator Flexibility dengan nilai 80% (Cukup Baik), indikator Testability dengan nilai 100% (Sangat Baik), indikator Portability 70% (Cukup Baik) dan indikator Interoperability 64% (Cukup Baik) dan perhitungan total mendapatkan prsentase sebesar 94,3% termasuk dalam kategori Sangat Baik. Hipotesis pada penelitian ini menunjukan bahwa variabel X1 (operasi produk) berpengaruh secara signifikan terhadap variabel Y (kualitas SIAK), sedangkan variabel X2 (revisi produk) tidak berpengaruh secara signifikan terhadap variabel Y(kualitas SIAK) dan variabel X3 berpengaruh secara signifikan terhadap variabel Y (kualitas SIAK). Abstract

The Department of Population and Civil Registration of Bone Bolango Regency is a regional organization that carries out government affairs in the administration field in the form of issuing KTP-E, KK, Birth/Death Certificates, Child Identity Cards and other population information such as moving in, changing addresses and changing status. The Business Process Modeling Notation (BPMN) method describes a business process diagram which is based on flowchart techniques, structured to create graphical models of business operations where there are activities and flow controls that define work sequences. The results of the analysis of time on the KK online service business process require a minimum of 34 minutes, a maximum of 42 minutes, an average time of 38 minutes and the total takes 7 hours 24 minutes. Then the time analysis of birth certificates takes a minimum of 30 minutes, a maximum of 46 minutes, an average of 36 minutes 40 seconds and a total of 3 hours 34 minutes. And for a death certificate it takes a minimum of 30 minutes, a maximum of 1 hour 2 minutes, an average of 40 minutes and the whole takes 2 hours 36 minutes.
