Abstract

The Royal Government of Cambodia envisions transforming the country into a middle-income nation by 2030 and a developed nation by 2050, focusing on building human capital to foster a knowledge-based society. As a result, Cambodia's number of higher education institutions (HEIs) has grown significantly over the past decade. Notably, student services have been identified as the fifth criterion to ensure that Cambodian higher education meets regional and global standards. However, up to now, there has been much research focused on student services in Cambodia HEIs. This study, therefore, strives to fill this gap by identifying the benefits of student services in Cambodia's higher education sector. This study explores the impact of student services on student learning outcomes in higher education in Cambodia, an area that has received limited attention from researchers and relevant education sectors. Using a qualitative approach, purposive sampling was used to conduct semi-structured interviews with 38 key informants from various institutions. The interviews included face-to-face discussions with key informants and focus group discussions with students. The research identified four main benefits of student services: academic development, personal development, career development, and citizenship development. The findings suggest that enhancing student service quality is essential for HEIs to create a supportive environment that promotes student learning and ensures overall HEI quality. Key recommendations are given for policymakers and HEI stakeholders in Cambodia based on the findings, particularly the potential advantages for HEIs in using student services to guarantee their financial stability and greater quality of education.

Abstract

The Ministry of Education, Youth, and Sports has launched higher education reforms to develop human capital since 2014. In 2024, the big reform was created in response to the vision of the Kingdom Vision 2050. Although higher education institutions have rapidly grown—from 8 in late 1997 to 194 by early 2025—student services remain underdeveloped and lack support. This qualitative study explores challenges in providing student services across Cambodian HEIs. Researchers used purposive sampling and interviewed 97 participants from seven stakeholder groups. Interviews included one-on-one and focus group discussions. Thematic analysis revealed challenges, such as assessment mechanisms, planning, infrastructure, facilities, budget constraints, student perspectives, and the commitment of university management. The findings further indicate that higher education institutions must take proactive and immediate measures to effectively support students’ learning trajectories. Drawing on stakeholder insights, this study recommends that Cambodian higher education institutions strengthen student services through comprehensive support frameworks. These measures will enhance student outcomes, institutional resilience, and the overall quality and competitiveness of higher education.

Abstract

Toward the close of the 1990s, the Royal Government of Cambodia commenced the privatization of higher education institutions to increase options for 12th-grade graduates seeking to continue their studies. Consequently, the total number of higher education institutions in Cambodia has increased consistently, anticipated to hit 194 by 2025, along with a related rise in student enrollment. Studies reveal that the greatest student dropout rates happen in the initial year of education. Research within Cambodian higher education shows a limited scholarly focus on the first-year student experience, creating a critical gap in analyzing academic preparedness and transition efficacy needed to inform retention strategies. This article intends to explore the obstacles encountered by first-year students in higher education institutions in Cambodia. Utilizing document analysis along with the researchers' vast experience, knowledge, and expertise in student services, the study examines pertinent policy, institutional documents, reports, review literature, and research articles. The results indicate that first-year students face four main challenges: academic challenges, personal challenges, social challenges, and student services challenges. These findings underscore the innovative contribution of this research by demonstrating how enhancing student support services can directly improve learning outcomes, foster student retention, and drive continuous educational quality improvement within higher education institutions
