Abstract

The low quality of Qur’anic instruction in Indonesia attributed to monotonous teaching methods and the limited competence of teachers demands effective leadership strategies from school principals. This study aims to examine the approaches adopted by the leadership of madrasahs to optimize the quality of Qur’an educators through the Tilawati method at MI Perguruan Mu’allimat Cukir Jombang. The research design follows a descriptive qualitative paradigm in the form of a case study, involving informants including the school principal, Tilawati coordinator, teachers, homeroom teachers, and students. Data collection was conducted through participatory observation, in-depth structured interviews, and documentation, and analyzed using Miles and Huberman’s interactive analysis model. The findings reveal that the principal implements: (1) strategic management through the formulation, implementation, and evaluation of strategies; (2) the principles of Total Quality Management (TQM) to enhance teacher quality; (3) continuous professional development and mentoring; and (4) performance measurement through regular supervision and evaluation. These strategies have proven effective in improving teacher competence, as evidenced by the achievement of learning targets and high levels of stakeholder satisfaction. The study implies the significance of strategic management and TQM in teacher development, and recommends further research in different school settings, with particular attention to infrastructure as a strategic challenge.

Abstract

Modern Islamic educational institutions face complex challenges in the era of globalization and digitalization that demand professional and value-based institutional management. This study aims to examine the strategic position of school principals in developing student management and human resource management (HRM) in modern Islamic educational institutions through a library research approach. The findings reveal three main conclusions: first, school principals possess a multidimensional EMASLIM role grounded in Islamic values such as amanah, adalah, and syura; second, effective student management encompasses a holistic student affairs cycle integrating tarbiyah and ta'lim values at every stage; third, optimal HRM requires a comprehensive management cycle encompassing recruitment, competency development, academic supervision, and value-based performance evaluation. This study concludes that the integration of strategic principal leadership, structured student management, and value-based HRM constitutes an inseparable unified system in realizing modern Islamic educational institutions that are excellent and globally competitive.
