Abstract

This research on the level of public trust in the performance of the Indonesian Police in 2021 aims to measure the level of public trust in the Police performance. It refers to the specific Police operational functions; Binmas, Intelkam, Lantas, Reskrim, and Sabhara. This study uses a mixed-method which is a combination of quantitative and qualitative. The quantitative method used is a survey with 44,516 respondents spread across 185 Polres in 34 Polda with a margin of error of 5%. The qualitative methods used are Focus Group Discussion (FGD) and in-depth interviews. This study indicates that the Indonesian National Police Public Trust Index (IKM) in 2021 is 83.14 in the Very Good category. Meanwhile, IKM Polri scores for each operational function; the Binmas function is 85.25; the Intelkam function is 80.99; the Lantas function is 83.53; the Reskrim function is 82.97, and the Sabhara function is 82.94. Based on the regression results on the questionnaire data, the factors that affect the IKM Polri in each operational function categorized into; a) excellent service, b) service needs improvement, c) service needs improvement. The perceptions and expectations of the community also vary. However, it shows that the community is very enthusiastic about the service programs provided by the Police. This program, such as the Bhabinkamtibmas approach with a religious and cultural basis, improving technological facilities and infrastructure in the service sector, increasing the ability to investigate cybercrimes in the digital era and patrols in vulnerable areas. On the other side, the internal police perspective has also made breakthroughs and innovations to increase public trust, such as optimizing the police presence in residential areas, applying technology in operational services, and forming special teams for crime prevention. However, Police still have obstacles, such as the limited number of personnel, limited technological facilities and infrastructure in the region, the lack of an orderly culture of community traffic, and the limited quality of investigators' human resources. Therefore, the recommendations given are adjusted from the regression results in each function categorized as 1) maintains excellent category services, 2) enhancing service categories that need to be enhanced, and 3) revitalizing services that need improvement.

Abstract

Transportation is one of the supports in lifes. both in rural and urban areas. Transportation can be divided into 3 types based on the area of ​​movement, such us land, sea and air transportation. Land transportation is the most dominant mode of transportation in Indonesia compared to sea and air transportation. Along with the development of trade, humans need more advanced transportation to carry goods efficiently. On the other hand, human mobility using land transportation has a high risk to the safety of body and soul and property. Traffic accidents will be directly proportional to the development of land transportation if they are not managed professionally and involve all stakeholders. During the period 2015 - 2019, the number of traffic accidents increased by average of 4.87% per year. The increase in the number of accidents was also followed by an increase in the number of fatalities and minor injuries, 1.41% and 6.2%. Traffic accidents in Indonesia by the World Health Organization (WHO) are considered to be the third biggest killer, after coronary heart disease and tuberculosis/TB. WHO records that 1.2 million people die each year in traffic accidents and 50 million victims of traffic accidents suffer serious or permanent injuries, generally those who die in traffic accidents are aged 15 to 44 years, and 77% are men. WHO, 2011). This research was conducted at 6 (six) Police regional in October 2021. This research used a qualitative approach by using interview guides and collecting secondary data. Respondents and informants are community leaders, religious leaders, youth leaders, Land Transport Organization, Religious Institutions, teachers, drivers, community observers of public transportation, the Department of Transportation, the Department of Public Works and Public Housing (PUPR), the Department of Education and Internal Traffic Functions (Head of Sub-Directorate. The results of the study state that: 1) This survey shows that the attitudes, perceptions and knowledge of the community support the road safety program. 2) Dominant factors that affect traffic accidents can be caused by human factors, vehicles that do not comply with specifications and dimensions, transportation infrastructure that is not in accordance with the structure and function of roads and environmental factors where livestock roam the roads, smoke from forest and land fires, mass concentration in certain areas; 3) The level of traffic violations and accidents is dominated by drivers with SIM C 45.6%. Where violations by type of two-wheeled vehicles are 82% and motorcycle riders also dominate traffic accidents by 75%; 4) Traffic violations by drivers who do not have a driving license are quite high at 35.3%; 5) Traffic violations by age category are dominated by the age of 17-25 years (millennials) at 36%, the age category is according to the category of profession/work as a student/student of 25.9%. Perpetrators of accidents for the category of students / students by 30.6%; 6) Traffic accidents often occur in the time range 15.00-17.59 (afternoon) with 593 incidents, in the time range from 21.00-23.59 (night) with 536 incidents and in the time range 12.00-14.59 (days) with 525 incidents; 7) Based on road status, accidents are dominated by 33% on National roads and 32% on Provincial roads. The efforts of the National Police in realizing Kamseltibcarlantas for road users in the context of creating Kamseltibcarlantas, the ranks of traffic functions have carried out educational activities, traffic engineering, and law enforcement. Educational activities for groups of children and adolescents as well as transportation observer communities, but the impact on community traffic discipline is still lacking because so far no evaluation has been carried out. In an effort to anticipate areas prone to congestion and traffic accidents, the ranks of the traffic function have carried out a number of traffic engineering by installing traffic signs, diverting/closing traffic flows. by involving relevant agencies. Abstract

The need and importance of realizing Kamtibmas stability as mandated by the constitution through Law No. 2 of 2002 that in realizing the synergy of public relations and the Police, the Police are tasked with fostering the community to increase community participation, community legal awareness and citizen obedience to laws and regulations. The National Police, through Community Policing efforts, has inflamed the internal ranks of the Police and socialized it to the public. Until now, only 38,477 Bhabinkamtibmas have been held, around 46.15%. Fulfillment of the 53.85% shortfall can be fulfilled if a Polmas officer can be assigned. In order to realize the achievement of increasing the Kamtibmas Index and strengthening Harkamtibmas, the National Police Research and Development Center conducted research on Strengthening the Role of Community Policing to Realize Kamtibmas Stability for National Development using a qualitative approach and secondary data collection. Respondents and informants consisted of internal and external police officers. The Internal Police consists of Polda Officers, Polres, and related Polres members. Externally, the National Police are Community Leaders, Religious Leaders, Traditional Leaders, Youth Leaders, Government Agencies (Kesbangpol), Village/Lurah Heads, Babinsa, FKPM, Pokdar Kamtibmas, NGOs/Ormas. The results of the study stated that: The implementation of Polmas duties is still understood as Bhabinkamtibmas officers so it is necessary to socialize Perpol No. 1 of 2021 concerning Polmas; The coordination of the Binmas function with other technical functions has not been optimally implemented because there has not been cross-functional knowledge transfer; Cross-functional and stakeholder coordination activities need to be optimized; Development of the ability to detect, identify and solve security and order problems for the community must be carried out on an ongoing basis; Polmas implementation through partnerships is implemented but needs to be optimized; Understanding of the partnership between Polri and the community through Polmas is still low; The partnership between the Police and the community in the implementation of Community Police has been carried out, but through institutions outside the FKPM.

Abstract

Law is essentially a system of human life in society and state. In the criminal criminal system, the police institution is a state instrument that plays a role in maintaining security and protecting the community, enforcing the law, and providing protection, protection and services to the community in order to maintain domestic security. The effect of the criminal criminal process on the sense of justice and the benefits of law for the community in handling cases is not yet optimal, which has encouraged law enforcement agencies, especially the police, to look for alternative case resolution solutions to the existing criminal criminal system by resolving cases outside of court, the method in question is by means of mediation as entertainment from restorative justice so that it is necessary to think about resolving criminal cases through the Alternative Dispute Resolution route (ADR. The National Police Research and Development Center carried out this research using a qualitative approach and secondary data collection. Respondents and informants consisted of internal and external Polri. Internal Polri consisted of Regional Police Officers , Polres, as well as related Polres members. Externally, the Polri are Community Leaders, Religious Leaders, Traditional Leaders, Youth Leaders, Government Agencies (Kesbangpol), and NGOs/Ormas. The results of the research state that: the implementation of restorative justice requires socialization of Perpol Number 8 2021 concerning Restorative Justice; coordination between functions has not been implemented optimally because cross-functional knowledge transfer has not occurred; cross-functional and stakeholder coordination activities need to be optimized; training in the ability to detect, identify and solve security and community welfare problems must be carried out on an ongoing basis; Technical direction is needed to emphasize that investigators are not directly involved in the peace process between the perpetrator and the victim; The need to increase publication of criminal handling based on restorative justice; It is necessary to regulate the time limit for the process from investigation to fingerprints to speed up the restorative justice process.
