Abstract

This study examines the implementation of Law No. 33 of 2014 and its contribution to optimising Good Halal Governance in Indonesia. Using qualitative normative legal research, the study analyses relevant legislation and academic literature through statutory and conceptual approaches. The findings identify three interconnected governance dimensions: normative, institutional, and implementation. The normative dimension emphasises legal certainty and regulatory coherence, while the institutional dimension highlights coordination, accountability, and clearly defined responsibilities. The implementation dimension concerns certification accessibility, verification, and continuous supervision. Although Indonesia has established a substantial legal framework, previous studies report challenges involving institutional coordination, regulatory literacy, and administrative procedures. This study proposes an integrated governance framework combining regulatory transparency, digital certification, institutional collaboration, human resource development, MSME assistance, and risk-based supervision. Its contribution lies in connecting legal obligations, institutional arrangements, and implementation mechanisms to strengthen halal assurance, consumer protection, and governance accountability within Indonesia's evolving halal regulatory system.
