Abstract

This research aims to examine and find out the application of leadership style in the Golkar Political Party Institution of West Sumatra Province, as well as evaluate the causes of problems that arise in the application of leadership style in the Golkar Political Party Institution of West Sumatra Province and analyze the solution in order to achieve a good leadership style in the Golkar Political Party Institution of West Sumatra Province. The focus of this research is (1) How is the application of leadership style in the Golkar Political Party Institution of West Sumatra Province (2) What are the obstacles that arise in the application of leadership style in the Golkar Political Party Institution of West Sumatra Province (3) How are the efforts made to deal with obstacles in the application of leadership style in the Golkar Political Party Institution of West Sumatra Province. This research uses qualitative research methods that utilize interview methods, observation and utilization of documents. the data used is primary data while the types of data used are interviews and observations. The results showed that the leadership style used by the leader of the Golkar Party Institution of West Sumatra Province is a democratic leadership style, but there are still several factors that inhibit the leadership style of the leader of the Golkar Party Institution of West Sumatra Province. including the lack of communication between leaders and members and between members.

Abstract

Keselamatan dan Kesehatan Kerja (K3) merupakan aspek krusial dalam proyek konstruksi, terutama pada pembangunan rumah sakit yang memiliki kompleksitas tinggi. Penelitian ini bertujuan untuk menganalisis potensi risiko K3 serta distribusi tingkat risikonya pada proyek pembangunan Rumah Sakit Jantung di Kota Kendari. Metode yang digunakan adalah pendekatan kuantitatif deskriptif dengan teknik analisis Impact Matrix, berdasarkan persepsi 17 responden kunci yang terdiri dari petugas K3, mandor, dan pekerja lapangan. Data dikumpulkan melalui kuesioner dan observasi lapangan, lalu diolah untuk menentukan skor probabilitas dan dampak dari setiap variabel risiko. Hasil menunjukkan bahwa dari 42 variabel risiko yang teridentifikasi, pekerjaan pembesian mendominasi dengan 17 risiko, diikuti bekisting (11), pengecoran (8), dan pekerjaan dinding serta keramik (6). Analisis tingkat risiko menghasilkan 2 risiko sangat tinggi, 4 tinggi, 15 sedang, dan 21 rendah. Temuan ini menegaskan perlunya penerapan SOP ketat, penggunaan APD, pelatihan K3 berkala, serta pengawasan intensif, khususnya pada aktivitas berisiko tinggi. Studi ini memberikan dasar pengambilan keputusan mitigasi risiko yang tepat untuk mendukung keberhasilan.

Abstract

The nagari government, a local governance system rooted in customary law in West Sumatra, faces significant challenges in integrating with the formal governmental system. This study aims to provide an in-depth understanding of the implementation of the customary governance system in the nagari communities of Pauh District, Padang City, using a qualitative case study approach grounded in Van Metter and Van Horn’s policy implementation theory. Data were collected through observation, in-depth interviews, and documentation in two nagari, Nagari Pauh V and Nagari Limau Manis. Informants were purposively selected and included ninik mamak (traditional leaders), customary figures, village officials, and members of the customary community. Data analysis followed the Miles and Huberman model, involving data reduction, data presentation, and conclusion drawing, with validation through source and technique triangulation. The findings reveal that the implementation of the customary governance system has not been optimal due to a lack of harmonized understanding between traditional and formal actors, limited human and financial resources, weak inter-institutional coordination, and insufficient structural support from local government. Furthermore, the commitment of traditional actors has not been fully aligned with the support of formal institutions. These findings suggest the need for more adaptive and integrative policies to ensure that customary institutions have a substantive rather than symbolic role in local governance.
