Abstract

Management in the Control and Supervision of Prescription Drug Distribution: A Case Study at the Food and Drug Supervisory Agency (BPOM) Surabaya. This study aims to analyze the implementation of public management in the control and supervision of prescription drug distribution at the Surabaya Regional Office of the Food and Drug Supervisory Agency (BBPOM). The research background is based on the high circulation of illegal prescription drugs, especially those sold online without official distribution permits. This study employs a descriptive qualitative approach with data collection techniques including interviews, observations, and document analysis. Data analysis is conducted using a historical-comparative method. The findings indicate that BPOM Surabaya has implemented various control and supervision strategies, such as the use of information technology, public education campaigns, and strict enforcement of regulations. Supporting factors include national regulatory support, inter-agency synergy, and the commitment of supervisory personnel. However, challenges remain, including limited human resources, rapid technological advancements exploited by illegal actors, and low public awareness. These findings underscore the importance of strengthening collaborative and adaptive public management in the supervision of prescription drug distribution to protect public health on a broader scale.

Abstract

Implementation of the Regulation of the Special Capital Region of Jakarta Number 2 of 2020 concerning the Implementation of Integrated Entrepreneurship Development. The policy aims to empower micro, small, and medium enterprises (MSMEs) through structured support in the form of training, mentoring, legality facilitation, marketing, financial reporting, and access to financing. Using a qualitative case study method, this journal analyzes the policy content, implementation context, and its impact on MSME development. The findings indicate that the policy implementation has demonstrated success, although challenges remain, such as unequal access to benefits, limited mentoring, and centralized decision-making. Nevertheless, this policy has contributed to improving participants’ skills, legal awareness, and market access.

Abstract

The COVID-19 pandemic has prompted the government to adopt a remote work system by issuing a WFH policy. This policy directly impacts changes in the government’s work system, which requires the apparatus to adapt quickly to maintain work productivity. By reviewing the implementation of WFH policies within the government, it will be known whether the policy impacts the work productivity of the apparatus. This study examines and analyzes the effect of WFH policy implementation on apparatus work productivity and whether there are differences based on gender, age, position, and education level. Data was collected through questionnaire surveys using Google form and analyzed with Multigroup Analysis using Smart PLS3. As a result, WFH policies that are implemented effectively in terms of communication, resources, employee disposition, and bureaucratic structure can increase the work productivity of the apparatus. Overall, there was no significant difference in the increased apparatus work productivity in implementing WFH based on gender, age, position, and education level. Abstract

The VUCA era—characterized by volatility, uncertainty, complexity, and ambiguity—has reshaped the global socio-economic environment. Economic instability, rapid technological shifts, and political dynamics require communities to build adaptive and resilient economic systems. In this context, public management plays a strategic role in driving inclusive and responsive policy frameworks. Failure to effectively address VUCA-related challenges may weaken societal capacity to sustain long-term economic well-being. This study employs a qualitative approach with an exploratory case study method. Data were collected through in-depth interviews, participatory observations, and policy document analysis across selected regions in Indonesia that have demonstrated strong economic resilience. Thematic triangulation was used to identify emerging patterns of capacity building among communities and public institutions. The research focused on the interaction between government policies, grassroots initiatives, and civic participation in developing a sustainable resilience model. The findings reveal that community economic resilience is strongly supported by transformative public leadership, robust local institutional networks, and flexible policy support. The proposed model underscores the importance of collaborative governance, adaptive learning, and community-based empowerment. The study recommends developing participatory and locally-informed public policies to foster sustainable economic systems capable of navigating the complexities of the VUCA era.
