Abstract

Pringsewu Regency has so far held 3 (three) regional head elections, namely the 2011, 2017 and most recently the 2024 elections, which will coincide with the simultaneous regional head elections on November 27, 2024. In this regional election, there were four candidate pairs, and the pair of H. Riyanto Pamungkas as Regent and Hj. Umi Laila as Deputy Regent were elected for the 2025-2030 period. The couple H. Riyanto Pamungkas and Hj. Umi Laila is a couple that is an alliance of modernist Islam and traditional Islam. The regent was supported by the Prosperous Justice Party, and the deputy regent was an elite NU administrator and also the chairman of the Gerindra Party of Pringsewu Regency. With this combination, the pair has strong social capital with the majority of Muslims in Pringsewu Regency reaching 95%. The couple is also ethnically Javanese, and this is relevant because almost 80% of Pringsewu's population is Javanese, thus the theory of social capital as theorized by Putnam and Bourdeu can be used to analyze social capital in regional elections.The results of this study found that all the social capital possessed by the couple H. Riyanto Pamungkas and Hj. Umi Laila has the potential to be transformed into political strength and support, in the form of social networks, values and identities, friends and neighbors, as well as the support of the central figure of Pringsewu Regency, KH. Sujadi Saddat. The relationship between social capital or modality in the politics of winning elections is confirmed in this study. Kabupaten Pringsewu hingga saat ini telah melakukan  3 (tiga) kali pemilihan kepala daerah, yakni pilkada tahun 2011, 2017 dan terakhir tahun 2024 karena berbarengan dengan pilkada serentak tanggal 27 November  2024.  Dalam pilkada kali ini terdapat 4 (empat) pasangan calon, dan yang kemudian terpilih pasangan calon H. Riyanto Pamungkas sebagai Bupati dan Hj. Umi Laila sebagai wakil Bupati untuk periode 2025-2030. Pasangan H. Riyanto  Pamungkas dan Hj. Umi Laila adalah pasangan yang merupakan aliansi islam modernis dan islam tradisional. Pihak bupati diusung oleh Partai Keadilan Sejahtera, dan wakil bupati merupakan elit pengurus NU dan juga ketua Partai Gerindra Kabupten Pringsewu. Dengan kombinasi tersebut maka pasangan ini memiliki modal sosial yang kuat dengan mayoritas penganut islam di Kabupaten Pringsewu mencapai 95 % .  Pasangan ini juga  secara etnisitas adalah Jawa, dan ini relevan karena hampir 80 % penduduk Pringsewu adalah Jawa, dengan demikian teori modalitas/modal sosial seperti yang di teorikan oleh Putnam dan Bourdeu dapat dipakai untuk melakukan analisis modal sosial dalam pilkada.Hasil dari penelitian ini menemukan semua modal sosial yang dipunyai pasangan H. Riyanto Pamungkas dan Hj. Umi Laila memiliki potensi  untuk diubah menjadi kekuatan politik dan dukungan, baik berupa jaringan sosial, nilai dan identitas, teman dan tetangga dan juga dukungan tokoh sentral kabupaten Pringsewu KH. Sujadi Saddat. Hubungan modal sosial atau modalitas dalam politik pemenangan pilkada terkonfirmasi dalam penelitian ini.

Abstract

The current Pancasila has been left unclear and with a vague concept. Historically, the formation of the state foundation in 1945 was marked by a debate on Pancasila that centred on ideological values and social representations of the Indonesian people. A need in the scientific realm and government practice to find out how Pancasila is debated ideologically and whether Pancasila can indeed be practised. The writing of this journal employs a qualitative descriptive method, incorporating a literature review to collect data from previous research, public sources, and credible, legitimate information. The results of the data and information that have been checked for validity are then analysed comprehensively and critically. The findings indicate that the concept of Pancasila encompasses a range of values and ideologies, including those from religion/theology, humanism, nationalism, liberalism, and socialism, all of which are intertwined within the concept of Pancasila. In the practice of the old order state, Pancasila could not be operationalised because the newly established state, the New Order, interpreted it manipulatively for the interests of power and during the reform order, Pancasila experienced degradation. However, the Pancasila study institution, namely BPIP, re-emerged, which became an academic arena for the concept of Pancasila and an opportunity for the operationalisation of Pancasila in the context of government and state.
