Abstract

The purpose of this study was to evaluate the performance of the pilgrimage organizers in terms of guidance of the rituals of Hajj, passport services, health services, pelayanaan at Hajj dormitory, transportation services, and baggage service. This type of research is pursued with the model of summative evaluative research, which evaluates the performance of the pilgrimage organizers of aspects of the product using the criteria of excellent, good, poor, and not well indexed on community satisfaction as stipulated in the Decree of the Minister of State for Administrative Reform Republic Indonesia Number 25 of 2004. Required data collected in this study using a questionnaire instrument, interviews, and observations. Key informants in the study were pilgrims Gorontalo province in 2011, 2012, and 2013 as the population of 2,250 people and 10% of the sample population of 225 people.The results of this study revealed that the overall performance of the pilgrimage organizers in Gorontalo is good. Performance shall include the performance of the pilgrimage organizers in terms of guidance of the rituals of Hajj is good, service is good passport, health care is good, pelayanaan at Hajj dormitory is good, service is good transportation, and the performance of the pilgrimage organizers in terms of baggage service is also good. Based on this research it is recommended to both the central and local governments in order to meet the needs of facilities and infrastructure, especially in the Hajj, making a unified service standards, increasing the number of service personnel, as well as speed up service time

Abstract

This study aims to determine the implementation of performance management within the Regional Office of the Ministry of Religious Affairs in Gorontalo Province. As a public service institution, the Regional Office of the Ministry of Religious Affairs in Gorontalo Province is mandated to adopt contemporary principles and functions of performance management in order to effectively address public needs and realize the organization’s established objectives. To the best of current knowledge, no scholarly investigation has yet examined the implementation of performance management within the context of this Regional Office. This research, therefore, seeks to address this critical gap, underscoring its scholarly and practical significance. Performance management is examined using two models: the cycle model and the sequence model. Each model examines several aspects, including strategic plan formulation, work agreements, work actions and development, monitoring and feedback, formal reviews, and performance assessments. The research used field research, where the researcher directly observed and participated in almost all performance management processes within the Regional Office of the Ministry of Religious Affairs in Gorontalo Province. The results of this study reveal that the Regional Office of the Ministry of Religious Affairs in Gorontalo Province has generally implemented performance management processes effectively. There are only a few aspects that require improvement and refinement, namely the follow-up of evaluation results and the implementation of employee development, which should be carried out in a planned, structured, and periodic manner.

Abstract

Yellowstripe scad (Selaroides leptolepis) is an economically important small pelagic fish that supports coastal livelihoods and local food supply in Morowali, Central Sulawesi. Increasing fishing pressure in Banda Sea waters requires location-specific biological information to guide sustainable management. This study analyzed length-frequency distribution, length-weight relationship, growth pattern, and condition factor of yellowstripe scad landed in Bete-Bete Village, Bahodopi District, Morowali Regency. Sampling was conducted from March to May 2026 using 450 individuals obtained from local fishers, with approximately 150 fish sampled each month. Total length ranged from 138 to 203 mm, and catches were dominated by the 171–190 mm size range, especially the 178–183 mm and 184–190 mm classes. Length-weight relationships showed strong positive associations, with coefficients of determination ranging from 79.88% to 94.79%. Growth was generally isometric across sex and month, except for male fish in March, which showed negative allometric growth. Condition factor values were mostly above 1.0 and generally ranged from approximately 1.0 to 1.4, indicating good physiological condition and sufficient habitat support. The findings indicate that yellowstripe scad in Banda Sea waters around Morowali remain in relatively healthy biological condition. However, precautionary management is still required through minimum catch-size regulation, improved gear selectivity, and routine landing-site monitoring.

Abstract

Penelitian ini bertujuan untuk menganalisis pengawasan pajak reklame ilegal melalui pendekatan deteksi dinamis serta mengidentifikasi kendala yang dihadapi dalam pelaksanaannya di Kabupaten Gorontalo. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Subjek penelitian terdiri dari pihak Bapenda dan pelaku usaha, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengawasan pajak reklame ilegal belum berjalan optimal karena masih bersifat manual dan reaktif, serta terbatasnya sumber daya manusia dan pemanfaatan teknologi. Penerapan deteksi dinamis dinilai mampu meningkatkan efektivitas pengawasan melalui sistem yang lebih cepat, adaptif, dan berbasis real-time. Namun, implementasinya masih memerlukan dukungan sistem terintegrasi dan peningkatan kapasitas aparatur. Kata Kunci : deteksi dinamis, pengawasan, pajak reklame ilegal, PAD, Bapenda
